Lesson 2

Parliament

Parliament is the legislature and the supreme authority. It consists of three elements — the Monarch, the House of Lords and the House of Com­ mons. These meet together only on occasions of ceremonial significance.

The House of Commons consists of 650 MPs, who are directly elected by voters in each of Britain's 650 parliamentary constituencies.

The House of Lords consists of hereditary peers and peeresses — men and women who hold titles of nobility which can be passed on to their sons and, in some cases, daughters; life peers and peeresses — distinguished citizens who are given peerages and who hold their titles only during their own life­ times; and two archbishops and 24 senior bishops of the Church of England.

Parliament has the following functions:

passing, or abolishing, laws;

voting on taxation, in order to provide the means for carrying on govern­ ment; and

debating government policy and administration and any other major issues.

The House of Lords cannot normally prevent proposed legislation from becoming law if the House of Commons insists on it, and it has little influence over legislation involving taxation or expenditure. The limitations on the power of the Lords reflect the convention that nowadays the main legislative function of the non-elected House is to act as a chamber of revision which does not seek to rival the elected House of Commons.

All legislation requires the formal approval of the Monarch, although in practice the Royal Assent has not been refused since 1707.

The Executive

Although in law the executive is headed by the Queen, she reigns today as a constitutional monarch. She is Britain's head of State but has few absolute powers. Instead, according to well-established conventions, the Queen acts on the advice of government ministers.

As members of the legislature, government ministers are answerable to Parliament for the activities of their departments and for the general conduct of national policies. They take part in debates in Parliament and can be questioned by MPs. The executive also includes elected local authorities which administer many local services.

The Judiciary

The Judiciary determines common law and interprets Acts of Parliament. It is independent of the legislature and the executive. The House of Lords is the

final court of appeal, but in practice appeals are heard by peers who are senior judges or who have held high judicial office. Other peers do not take part in the judicial work of the Lords.

The party system

For over 150 years Britain's system of parliamentary democracy has been based on organised political parties competing to form governments. Political parties are neither registered nor formally recognized in law, but the system depends on the existence of at least two parties in the House of Commons, each of which is capable of forming a government.

Most candidates in elections and almost all winning candidates belong to one of the main political parties. Candidates who are members of smaller po­ litical parties or groups, or who do not belong to any party, may also stand. Since the Second World War (1939—45) the great majority of MPs have be­ longed to either the Conservative or the Labour party.

Elections to the House of Commons, known as parliamentary elections, form the basis of Britain's democratic system. Unlike heads of Government in some countries, the Prime Minister is not directly elected by voters, although he or she is an elected Member of Parliament — an MP. Instead, the Prime Minister depends on the support of a majority of his or her fellow elected representatives in the House of Commons. These MPs back the Government because they are members of the party which the Prime Minister leads, although on some occa­ sions governments have been made up of coalitions of more than one party. Most government ministers are MPs who belong to the governing party; the remainder are members of the same party in the House of Lords. MPs who belong to the other political parties are usually opposed to the Government of the day.

The leader of the party which wins most seats at a general election, or which has the support of a majority in the new House of Commons, is by con­ vention invited by the Monarch to form a government. He or she becomes Prime Minister and chooses the ministers who will together form the Gov­ ernment.

The Monarchy

The British monarchy clearly has great powers of survival; it is cer­ tainly the oldest institution of government in the United Kingdom. It existed some four hundred years before Parliament and three centuries before the first courts of law, and an almost unbroken line of kings and queens can be traced back for over a thousand years. Queen Elizabeth II herself is descended from the Saxon monarchs who united England in the ninth century and from William the Conqueror, whose victory at the Battle of Hastings brought the Normans to power in 1066. She has reigned for over forty years, epitomizing the role of a constitutional monarch in an age of republics and presidents. The only break in the continuity of the monarchy occurred over three hundred years ago, when in 1649, the defeat of Charles I at the swords and guns of Oliver Cromwell's parliamentary army led to Britain becoming a republic. In 1660 Charles's son, Charles II, was restored to the throne and Britain has remained a monarchy ever since.

Not, however, that it has remained unchanged, the late sixteen hundreds saw the establishment of a limited constitutional monarchy and though con­ siderable executive power continued to be wielded through much of the eight­ eenth century, the next one hundred years, including the hugely influential reign of Queen Victoria, saw the monarch's active role in politics reduced to the point where it can accurately be said "The Queen reigns but she does not rule".

The development of the royal style and the titles reflects the union of the kingdoms of England and Scotland in 1707, the union with Ireland in 1801 and, in the second half of the twentieth century, the transformation of the old British Empire into today's Commonwealth.

The Queen's title in the United Kingdom is:

"Elizabeth the Second, by the Grace of God of the United Kingdom of Great Britain and North Ireland and of Her other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith."

The title varies in the other Commonwealth nations of which the Queen is Head of State, in order to suit their particular circumstances, but all forms in­ clude the phrase "Head of the Commonwealth".

The title to the crown derives both from statute and from common law rules of descent. The English Act of Settlement 1700 laid down that only Prot­ estant descendants of Princess Sophia — a granddaughter of King James I (1603-1625) — are eligible to succeed. This was confirmed by the Union of Scotland Act 1707. Under the Statue of Westminster 1931, the succession can only be altered by common consent of all the member nations of the Com­ monwealth of which the Queen is Sovereign.

The sons of the Sovereign and their descendants have precedence over daughters in succeeding to the throne, but daughters take precedence over the Sovereign's brothers. A daughter who succeeds to the throne becomes Queen Regnant and acquires the Crown's powers as though she were king. While the wife or consort of a king takes her husband's rank and style, the constitution has never given any special rank or privileges to the husband of a Queen Reg­ nant. However, in practice he may be granted honours by the Crown and, as in the case of the Duke of Edinburgh, play an important and active role in the life of the nation.

The British constitution

Unlike most other countries, Britain does not have a written constitution set out in a single document. Instead, the constitution, which has evolved over many centuries, is made up of Acts of Parliament, common law and conven­ tions. The constitution can be altered by Act of Parliament, or by general agreement to change a convention. It can thus adapt readily to suit changing circumstances.

COMMENTARY

Во втором и в третьем уроках используются публицистические тек­ сты, связанные с государственным устройством Великобритании и США. Терминология этих уроков является базовой и часто встречается в обще­ ственно-политических текстах.

Следует помнить о том, что в каждой стране используются своя тер­ минология и свои реалии: the King, the Queen, Parliament and the Monarch, характерные для Великобритании, the President, the states, the Congress, характерные для США, the Kremlin, Moscow, Red Square, характерные для России, однако county — графство в Англии и округ в США, министр иностранных дел — Foreign Secretary (в Англии), Secretary of State или State Secretary (в США) и Foreign Minister (в России).

Слово "Parliament" используется без артикля, если же при нем есть прилагательное, используется определенный артикль: the British Parliament.

Само понятие этичности для них чуждо. Их нужно просто не замечать.

Основная функция прессы в условиях демократии состоит в том, чтобы выявлять злоупотребления властью со стороны правительства. may help prevent some of the mental slowing caused by age, the researchers said on Monday.

Writing in the journal Psychology and Aging, Ellen Bialystok of York University in Canada and colleagues said they tested 104 monolingual and bi­ lingual middle-aged adults aged 30 to 59 and 50 older adults aged 60 to 88.

Both younger and older bilinguals were faster on the test, Bialystok re­ ported.

"We compared groups of people who, as far as we could tell, are exactly the same," Bialystok said in a telephone interview.

"They have all had the same amount of education. They all scored exactly the same on cognitive tests. They all perform the same on memory tests. And they also score the same on tests in English vocabulary".

The difference was that half the people grew up with either French or Tamil spoken at home English outside they all spoke both languages every day from childhood.

People who were proficient in a second language acquired in school were not included in the study to keep the effects clear.

"It's not a facility. It's not a talent," Bialystok said. Rather it was a case of being forced from a young age to function in two languages.

Bialystok said her earlier study with children suggested these circum­ stances force a change in the way the brain processes information.

Bialystok has not tested people who acquired languages later in life but believes learning new languages can only be good for a brain.

"Language is always good — more language is always better," she said.

Эта история напомнила мне скандал с Джанет Кук, который разра­ зился в 1981 г. Журналистка получила Пулитцеровскую премию за свой репортаж о Джимми, восьмилетнем наркомане, живущем в негритянском квартале, — вот только вся эта история была ею выдумана с начала и до конца. Кук лишили премии и выгнали из газеты «Вашингтон пост». Ее выдумка была очень близка к реальности гетто, она никому не причинила вреда, и, несмотря на это, она стала символом «плохой» журналистики.

WASHINGTON — Two languages are better than one when it comes to keeping the brain young, Canadian researchers have reported.

Older adults who grew up bilingual had quiker minds when tested than people who spoke only one language, researchers found. They showed less of the natural decline associated with aging.

The tests of people who grew up speaking English and either Tamil or French suggest that having juggle two languages keeps the brain elastic and

Общественно-политические тексты имеют общественно-политиче­ скую: информационную, пропагандистскую или идеологическую направ­ ленность и рассчитаны на определенный круг читателей и слушателей и могут быть письменными и устными.

По оформлению и восприятию общественно-политический, или общий, перевод может быть зрительно-письменным (письменным пе­ реводом письменного текста), зрительно-устным (устным переводом письменного текста), устным переводом на слух и письменным перево­ дом на слух. Отработку этих видов перевода целесообразно начинать со зрительно-письменного перевода, затем перейти к зрительно-устному пере­ воду с подготовкой и без подготовки, к устному переводу на слух, отрабаты­ вая двусторонний, односторонний перевод, абзацно-фразовый, последова­ тельный перевод и перевод с заметками, и к четвертому виду перевода по оформлению и восприятию — письменному переводу на слух: выступле­ ний, заявлений, сообщений, с привлечением технических средств обучения. Можно отрабатывать элементы синхронного перевода, реферирование и аннотирование на переведенных и дополнительных текстах.

Преподаватель должен учитывать и использовать новый материал, опубликованный в прессе по данной тематике урока, уровень языковой подготовки обучаемых, время, отводимое на данный курс, требования программы. Проведение политических обзоров и сообщений на языке в начале занятия, использование различных технических средств обучения позволяют добиваться оптимальной интенсификации учебного процесса и достигать необходимых результатов в обучении слушателей и в приобре­ тении ими необходимых переводческих навыков и умений в области об­ щественно-политического перевода. Исходя из возможностей и целесооб­ разности, преподаватель общественно-политического (общего) перевода определяет, какой иллюстративный материал и какие технические средст­ ва обучения он может использовать на занятиях по переводу для достиже­ ния поставленной цели.

Повторение лексики предыдущих уроков целесообразно проводить в виде письменных и устных тестов, контрольных переводов и небольших сообщений.

Тексты уроков пособия апробированы на занятиях по общему пере­ воду в Московском открытом социальном университете (институте).
