Instability of milk and milk products production and their lack of them is a direct threat to food security of the country. Way out of the dependence on foreign food products may lie in own efforts to create integration units in the form of agricultural clusters. The defining challenge of dairy cluster is the manufacture and sale of high quality raw milk and dairy products.

Today in the information society time education is becoming strategically-oriented activity. It is quite natural that there is a kind of a gap between the academic educational level and the IT professional skills. This inevitably generates the new problem: how to organize the collaboration system between the applied and theoretical spheres. The long-term practice of the Applied Informatics faculty, the Perm State Agricultural Academy, shows that the usage of such knowledge and experience by specialists opens new opportunities and perspectives.

DIFFERENTIATION OF INCOME

OF POPULATION IN THE NATURAL-CLIMATIC ZONES OF OMSK REGION

The main indicator in an assessment of a people living standard is the income which is the main source of satisfaction of personal needs of the population in consumer goods and services. Level of differentiation of the income both in the entire state and in its certain regions, dynamics of the corresponding indicators are important characteristics of the state social and economic policy.

Now the statistical data which are available in the region, give the chance to estimate economic and social situation, and including a population standard of living as a whole on the subject of the Russian Federation. For municipalities more detailed characteristic of the processes happening at local level is necessary. Article is devoted to the analysis of the income of the population on municipal regions of the Omsk region, which belongs to four natural climatic zones. Approach used in article allowed carrying out an assessment of differentiation extent of the region population on profitable and territorial features. The obtained data on the monetary income of the population on municipal areas can be used when developing administrative decisions and strategy of development of the Omsk region.

The article deals with leasing as a financing tool of reproduction technology. The estimation of the dynamics of leasing operations, including in the field of agriculture has been carried out. Resource-saving effect of leasing versus buying direct means and the formula of the calculation of the resource has been identified.

RE-REGISTRATION OF RIGHT OF PERPETUAL LAND USE ON TRAINING FARMS, AND MORE

The issues of registration and re-registration of land under farming enterprises and organizations as well as under their constructions are concerned in the article. Some questions connect with to land rent payment are covered. The rent payment counted by state officials leads farming enterprises to bankruptcy. Whereas there are official documents with the prescribed land registration procedure, where it is written about impermissibility of economic state decline of land users, about necessary support for socially significant activities types.
