The Federal Air Transport Agency (Russian acronym Rosaviatsiya) is a part of the Russian government structure on the level of the Federation.
Its responsibilities include rendering governmental services and managing governmental property in the sphere of air transport (civil aviation), usage of air space over the Russian Federation, means of rescue on aviation and space platforms, rendering governmental services in the sphere of safety and security on transport, putting aircraft into Russian register and foreseeing deals involving aircraft sales. The Federal Air Transport Agency reports to the Ministry of Transportation.

The Federal Authority for Transport Oversight of the Ministry of Transport of the Russian Federation is an executive federal authority of the Russian Federation, which oversees (controls) observation of the Russian Federation legislation and international agreements of the Russia Federation in a transport sector.
The Authority is guided by federal laws, orders and decrees of the Russian President and Government and by international conventions, regulations, memorandums, resolutions of the Assemblies of the International Civil Aviation Organization and International Maritime Organization (ICAO and IMO) on the international level.
Control and oversight are exercised by state inspectors of Rostransnadzor.
The main tasks are:
1. implementation of the control (supervision) on the assurance of the territory of the observance of the legislation of the Russian Federation, including the international treaties of the Russian Federation: a) the civil aviation; b) the use of air space of the Russian Federation, and the air navigation services for users of air space of the Russian Federation; C) in the sphere of civil aviation, inland water, railway, automobile (except in matters of road safety), industrial transport, road agriculture, in part to ensure transport safety, aviation security, aerospace search and rescue, fire safety (except for the fire safety of railway rolling stock) and emergency security on transport, within its competence; 2. information support of emergency situations, accidents, threats and acts of unlawful interference in the transport sector.
