The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations. It establishes the principles and techniques of international air navigation and provides the development of international air transport to ensure safety and efficiency.

International Civil Aviation Organization (ICAO) was created in 1944 at a conference of 52 nations held in Chicago. At present there are about 200 member States in ICAO.

Its headquarters is in Canada, Montreal.

The working languages of ICAO are English, French, Spanish and Russian.

Russia has been the member of ICAO since 1970.

The forerunner to ICAO was the International Commission for Air Navigation (ICAN). It held its first convention in 1903 in Berlin, Germany but no agreements were reached among the eight countries that attended. At the second convention in 1906, also held in Berlin, 27 countries attended. The third convention, held in London in 1912 allocated the first radio call signs for use by aircraft. ICAN continued to operate until 1945

Fifty-two countries signed the Convention on International Civil Aviation, also known as the Chicago Convention, in Chicago, Illinois, on 7 December 1944. The Convention establishes rules of airspace, aircraft registration and safety, and details the rights of the signatories in relation to air travel. The document was signed by 52 signatory states. It received the necessary 26th ratification on March 5, 1947 and went into effect on April 4, 1947, the same date that ICAO came into being.

In October of the same year, ICAO became a specialized agency of the United Nations Economic and Social Council (ECOSOC).

The Convention has since been revised eight times (in 1959, 1963, 1969, 1975, 1980, 1997, 2000 and 2006)

According to the terms of the Chicago Convention, ICAO is made up of:

  • an Assembly,

  • a Council (of limited membership with various subordinate bodies)

  • a Secretariat.

The Chief Officers are the President of the Council and the Secretary General.

  • The Assembly, composed of representatives from all Contracting States, is the sovereign body of ICAO. It meets every three years, reviewing in detail the work of the Organization and setting policy for the coming years. 

  • The Council, the governing body which is elected by the Assembly for a three-year term, is composed of 36 States. The Assembly chooses the Council Member States under three headings:

  • States of chief importance in air transport,

  • States which make the largest contribution to the provision of facilities for air navigation,

  • States whose designation will ensure that all major areas of the world are represented.

The Council gives continuing direction to the work of ICAO. It was the Council who adopted and incorporated that Standards and Recommended Practices in form of Annexes to the Convention on International Civil Aviation.

The Council is assisted by:

  • the Air Navigation Commission (technical matters),

  • the Air Transport Committee (economic matters),

  • the Committee on Joint Support of Air Navigation Services

  • the Finance Committee.

The Secretariat, headed by a Secretary General, is divided into five main divisions:

  • the Air Navigation Bureau,

  • the Air Transport Bureau,

  • the Technical Co-operation Bureau, the Legal Bureau,

  • the Bureau of Administration and Services.
