Российские неправительственные организации опасаются ограничений
Неправительственные организации опасаются, что новые правила, которые рассматривает российский парламент, могут быть использованы для того, чтобы ограничить их деятельность и затруднить для иностранных некоммерческих и продемократических организаций работу в России.
Эти поправки были предложены после того, как высокопоставленные российские официальные лица обвинили российские и иностранные неправительственные организации в содействии разжиганию революций в Грузии, на Украине и в Киргизии.
Директор ФСБ Николай Патрушев в мае сказал во время выступления в парламенте, что некоммерческие организации часто являются прикрытием для иностранных разведок. Президент Владимир Путин заявил в июле, что Россия не допустит финансирования из-за рубежа "политической деятельности" неправительственных организаций.
Предложенные на этой неделе для рассмотрения Госдумой поправки к трем законам дадут властям возможность запрещать любые организации, российские или международные, чью деятельность власти не одобряют. Об этом сообщают российские и иностранные неправительственные организации.
Если эти поправки пройдут, то все неправительственные организации в течение года должны будут зарегистрироваться в государственной комиссии. Комиссия получит полномочия требовать документы о финансировании организации и ее деятельности, для того чтобы удостовериться, что она работает в соответствии с заявленными целями и российской конституцией.
Иностранным неправительственным организациям больше не будет разрешено осуществлять свою деятельность в России через офисы-представительства, как большинство из них делает сейчас. Им придется перерегистрироваться в качестве общественных объединений, согласно российским законам. Также среди предлагаемых поправок есть такие, которые запрещают работу иностранных граждан в неправительственных организациях в России.
Лидеры неправительственных организаций удивлены тем, что подобные поправки предлагаются за два месяца до того, как к России перейдет президентство в "большой восьмерке" ведущих индустриальных держав.
"Эти поправки, которые заставляют практически все неправительственные организации перерегистрироваться, станут еще одним инструментом, который будет использован против тех, кто по какой-либо причине прогневает власти", – говорит Эндрю Качинс, директор московского Центра Карнеги. Эти поправки, в той форме, в какой они предлагаются сегодня, будут означать, что центр не сможет больше осуществлять свою деятельность в Москве как представительство головной организации, находящейся в Вашингтоне, – Фонда Карнеги за мир во всем мире (Carnegie Endowment for International Peace).
"В результате контроль над неправительственными организациями в России будет намного более жестким, чем в любом из бывших советских государств, включая Белоруссию", – говорит Качинс, притом что Соединенные Штаты называют Белоруссию "последней диктаторской страной Европы".
Стивен Солник, российский представитель Фонда Форда, сказал, что предлагаемые изменения "просто отодвинут Россию еще дальше от Европы в отношении законодательства и регулирования некоммерческого сектора".
Неизвестно, останутся ли предложенные поправки без изменений, и в какой степени их поддерживает Кремль. Они внесены на рассмотрение Думы группой депутатов, в которую входят члены прокремлевской партии "Единая Россия".
