Оборот there is / there are употребляется для обозначения наличия кого-то или чего-то в определённом месте или в определённое время.

Вопросительная и отрицательная форма	Is there a screening room on the third floor? – На четвёртом этаже есть (имеется) просмотровый зал? Yes, there is. No, there is not / isn’t. There isn’t a screening room on the third floor. Or: There is no screening room on the third floor. Are there many stars in this film? – В этом фильме много звезд? Yes, there are. No, there are not / aren’t. There aren’t many stars in this film.	На русский язык такие предложения часто переводятся с конца, с обстоятельства места или времени.

В каком числе поставить глагол “to be” – в единственном (is) или во множественном (are) – зависит от того, в каком числе стоит ближайшее к нему существительное.

There are a lot of supermarkets and one theatre in that town.

There is one theatre and a lot of supermarkets in that town.
