The Past Continuous Tense может употребляться в сложноподчиненных предложениях для выражения длительных действий. Одно сложное предложение может включать два или несколько действий, происходящих одновременно. В этом случае предложения соединяются союзом while (в то время как, пока).
While we were sailing into the port, our sister ship was sailing out.
Главное и придаточное предложения могут соединяться союзом when, если в придаточном предложении действие не длительное и союзом while, если необходимо выразить длительность.
He was cleaning the deck when the storm began.
While I was inspecting the safety equipment, he sounded the alarm signal.
