The motorway Vinnytsia – Kyiv, with a length of 146 km, covers the territories of Vinnytsia, Zhytomyr and Kyiv regions, shortening the distance between Kyiv and Vinnytsia by 40-50 km.

Taking into account various positive factors when travelling by the road (traffic speed and safety, travelling time, condition of surface, services, etc.) the designed traffic flow is shared between the existing one and the new road in a ratio 39: 70% for the first years of exploitation

The maximum designed traffic intensity, as forecasted for 2015, is 23 tsd. vehicles/day. The fare for using the whole road section will be: for trucks - EUR 6.23, for cars-EUR 19.5 and for buses - EUR 31.3.

The estimated cost of construction has been identified in amount of EUR 466 tsd. The implementation phase of the project is expected to be 6 years with the use of local materials and labour and imported technologies, machinery and equipment. The pay-back period of the project is 28 years. The net present value (NPV) at a discount rate of 10%-and bank credit interest of 17% is EUR 29.2 tsd., the internal rate of return (1RR) is 16%.

In the first years of developing the motorway, the expected scope of services will be at a relatively low level, providing for the toll collection and other services to road users at a distance of 146 km. In the course of development of the network and attracting additional traffic flows the revenues will increase. Apart from solving the transport problems, the road construction will create new jobs and make contributions to the State budget.

The first attempt to construct a toll road on concession basis in Ukraine is being taken on the road Lviv – Krakovets.

Environmental Impact Summary:

The whole motorway section does not cross natural reserves or animal migration routes, there are no monuments of architecture, culture or archaeology in the area of its influence. Assuming that the travelling distance of vehicles will be shortened by 40-50 km, a considerable decrease of contamination of the environment is expected.
