Owing to many political obstacles, the process of transition from a centrally planned system to a market system in Ukraine is being brought into effect slower, than in other post socialist states, including some former republics of the USSR. The attempts to accelerate the reforms in the second half of 1994 and at the end of 1996 appeared to be only partially successful.

At the beginning of the independence, Ukraine has gone through hyperinflation at the end of 1993. The slow rates of privatization, the re-structuring and other microeconomic reforms caused the falling of the gross domestic product in the 1990s, and Ukraine has not returned on a path of economic growth yet.

The disinflation reached in the spring of 1996, and then introduction of a new monetary unit, hryvna, at rather certain exchange rate have appeared to be a short-term success. The government could not put the budget in the black, and growing sums of internal and external drawing caused clocking up in a debt trap. The result of it was the devaluation of hryvna in September 1998 (after devaluation of Russian rouble some weeks earlier). The government had to ask the creditors for longer maturity (2-5 years). The consequences of the financial crisis were the growth of inflation, new falling of the gross domestic product and decline in the living standard.

Unlike many other countries affected by financial crises per the last years (Mexico, Thailand, Korea, Bulgaria), the Ukrainian crisis has not brought any radical improvement in the economic situation. Besides, the financial crisis has aggravated the problem of indebtedness: the majority of the obligations is determined in a foreign exchange, not in hryvna, and the loan is terminable in 2000-2003.

Though the project of the budget for 2000 introduced by the government tends to further reduction of a budget deficit, but it does not guarantee the government's debts and can`t prevent excessive money issue.

Such difficult economic situation demands to put out considerable effort at the extremely short time so that Ukraine could rise to the level of a European state. For this it's necessary to work out a new model of economic development to create a socially oriented, highly technological and competitive market economy.
