Управление кадрами имеет две основные функции. Первая - нанимать и обучать подходящих людей, вторая - повышать ответственность и производительность труда работников. Управление кадрами касается эффективного использования квалификации людей. Оно нанимает квалифицированных работников и способствует их росту по мере того, как они сталкиваются с проблемами, возникающими в выполнении поставленных целей.

В обязанности менеджера по персоналу входит: классифицировать рабочие места и подготавливать тарифные сетки, решать дисциплинарные вопросы, разрабатывать правила техники безопасности и осуществлять их на практике, проводить периодические проверки работы каждого исполнителя для определения его эффективности и потребности в дальнейшем росте.

The people working for an organization are, formally, its personnel. In large organizations, administration of people is done by the personnel department, although this expression is now sometimes rejected. Companies talk about their human resources or HR and human resources management or HRM.

These expressions describe the recent trend for companies to reduce the numbers of people they employ, often by getting rid of layers of managers from the middle of the hierarchy.

This process of empowerment is designed to give them the authority to make decisions that were previously taken by middle managers.
