In a new book by President of Kazakhstan N. Nazarbayev's "The Critical Decade" threats to national security of the Republic of Kazakhstan are considered relevant to our time. There is clear distinction between such threats as: terrorism, religious extremism, drug addiction and drug trafficking, and the problems associated with oil and gas in the Caspian Sea. "Terrorism is based on the inequality of development, which in different cultural systems creates a reaction, cynically used in the most aggressive form by terrorists." Speaking of Kazakhstan, it has several advantages in the face of terrorism than the Central Asian republics. One of these is the fact that Kazakhstan is closed by the Central Asian Republics from the zone of high voltage of terrorism in South Asia, which is traditionally considered to be the supplier of ideas and performers of extremism and terrorism. However, there are the problems of terrorism, separatism and extremism in Kazakhstan. The law the Republic of Kazakhstan “On combating terrorism” was issued in June 30, 1999. The law defines the legal and institutional framework for combating terrorism in the Republic of Kazakhstan.
