2. Government Bonds and the Central Bank

The central bank not create government bonds, only money. It conducts open market operations with government bonds. The stock of government bonds outstanding is the government (in popular usage, national) debt, which is the product of past fiscal deficits. Open market operations apportion this debt between the central bank and the private sector.
