So, what is Social Work?
If somebody asks social workers this most basic question the answers may be: "We work with children and families, with old people, with sick and handicapped people, and with those in trouble with the law." This cannot be a complete answer, because social workers do not work with all the people in these groups; and they are not the only people who work with these groups. It is also worth noting that some of these groups (children and old people) are cohorts of the total population, whereas the rest are defined as having problems of one sort or another.
The second type of answer describes the activity of social workers:
"We provide information, advice, material aid, advocacy, etc. " This answer is equally incomplete, because it does not define the recipients, and much information, advice etc., is given by other people.
What, then, is specific to social work? How can we specify when someone is doing social work and when he or she is doing something else?

WHAT KIND OF PEOPLE ARE NEEDED?
Children in care come from all kinds of background and have individual needs.
The Social Work Department recruits a range of carers from different backgrounds and situations.
People who may be single, divorced, with disabilities, unemployed or from a minority ethnic group are needed. They do not need to own their own house. Some carers have no children of their own, others have children at home or children who have grown up.
- Foster carers and adoptive parents must be at least 21 years old.
- A man and woman living together can foster, but must be married to adopt.
- Two people of the same sex living together as a couple cannot foster or adopt in Scotland.
- Couples wishing to foster must also be able to show they have a stable relationship.
- To adopt a child a couple are expected to have lived in a stable relationship for at least three years. This can include a period of cohabitation.
- Couples who wish to adopt a child under 2 years of age should normally be under 37 at the time of application.
Children in care have their own personalities and identities and their individual characteristics stay with them/ they will have been affected by what has happened to them up to now. As a birth or adoptive parent, carers are responsible for the child. A foster carer acts on behalf of the Social Work Department which is ultimately responsible for the welfare of the child. An adoptive parent has the same responsibilities as that of parents whose children are born to them.
