17. The process of harmonization of legislation of Ukraine to the right of the Commonwealth of Independent States (cis).

Agreement on the establishment of the CIS was signed December 8, 1991 in Bialowieza Forest (officially - in Minsk) Belarus heads (S. Shushkevich), Russia (Boris Yeltsin) and Ukraine (Leonid Kravchuk). December 21, 1991 Agreement to join another 8 countries - the subjects of the former USSR. Heads of 11 countries have signed the same day in the then capital of Kazakhstan: • Alma-Ata Declaration;

• harmonized business legislation of the Contracting Parties;

• availability of general statistical framework.

Article 4 provided that the economic Union constituted by gradual deepening of integration and coordination in implementing economic reforms because of:

• interstate (multilateral) free trade association;

• Customs Union;

• common market of goods, services, capital and labor;

• Monetary Union.

Payments Union was built on the principles:

• mutual recognition of national currencies and their implementation reciprocal quotations;

18. Harmonisation of sectoral legislation of Ukraine on international law.

International Economic Law is intended to regulate social relations between different actors. The main subject of international economic law is the state. Thus, in the Declaration of State Sovereignty of Ukraine stated that the people of Ukraine is the only source of state power. Authority of the people is provided on the basis of the Constitution, both directly and via MPs elected to Parliament and local councils of Ukraine.

Present state of the world or their groups are functioning in the internationalization of economic life, the international division of labor, various options to ensure the production of raw materials, energy, labor and other necessary resources, the monopoly of some States to issue certain types of products and other factors that determine the need for international economic cooperation. Quit today any country on the path of scientific and technical progress, intensification of the national economy is almost impossible without the active activities in the field of international economic relations, create favorable conditions for integration of the national economy in the world, its approach to market structure of developed countries. These factors contribute significantly to the growth of economic power, raising people's welfare and solving other social importance to each country's problems. States now actively involved in foreign trade, often trying to act as subjects of international economic law, through various forms of international cooperation concluded many different interdepartmental agreements on the level of individual public bodies. States participating in the international economic organizations and use other forms of international economic cooperation. Given the role played by international organizations in the fields of international cooperation, many of the world are their members. Ukraine's participation in international organizations is required of it, of course, the respective participation in the formation of their funds. State may enter into international relations economic content and not subjects of international law or international economic law. According to the Constitution of Ukraine, the Declaration of State Sovereignty, the laws "On the economic independence of Ukraine," "On Foreign Economic Activity" and some others, Ukraine as an independent entity in the implementation and regulation of foreign economic relations.
