Foreword by Management

Alexander Zhukov Deputy-Chairman of the Government of the Russian Federation, Chairman of the Supervisory council of the Organizing Committee of the XXII Olympic Winter Games and XI Paralympic Winter Games of 2014 in Sochi (Organizing Committee Sochi 2014)

"The concept of Sochi 2014 Olympic and Paralympic Winter Games, crowning the intensive development program for the all-Russian resort in Caucasian Black Sea region, was unanimously adopted by the Evaluation Commission of the International Olympic Committee (IOC). I think that the IOC decision was to a large extent influenced by the fact that never before had Winter Games been held in such unique and picturesque environmental conditions.

At the same time we are aware that sustainable development of this area and, particularly, protection of Sochi environment is our obligation to Russia and to the world community, our duty for the future generations of Russians. At the preparatory stage and during the Games the Government of Russia will put every effort to enhance the quality of environment and socio-economic conditions in the Region. 

This is precisely why the development of Sochi as an alpine climatic resort and creation of the required infrastructure for the Winter Games within relatively constrained timeframe and with respect to the interests of all parties involved in this grand project — is a complicated and multifunctional task. Handling it requires concentration of resources from organizers of the Games, city of Sochi, Krasnodar region and the whole country. These resources must be and will be used in a very efficient way. 

These Games will be innovative — one more step of our country on its way towards the reduction to practice the principles of sustainable development and environmentally responsible technological perfection. All plans to build modern sports and other Olympic venues, which meet the IOC requirements, should be indisputably fulfilled in such a way as to become a new standard of environmentally efficient construction in Russia. 

Our aim is to leave a rich «green» Olympic legacy for Sochi residents. We have all resources to achieve the goal." 

"Environment and its state are among the most acute issues that organizers of the Winter Games of 2014 are facing. Sochi 2014 Environmental Strategy determines how sustainable development of the Games area will be managed, including environmental protection, comprehensive environmental management, interactions with all stakeholders throughout the whole preparation period and during the Games. 

Games preparations are performed in accordance with rigorous local, national and international environmental regulation and IOC requirements as well as in line with the proposals and recommendations of public ecological institutions. Moreover, Sochi 2014 opens the doors for the best practice and experience of environmentally friendly and efficient development. 

Sochi 2014 preparations unite top level professionals who put every effort in order to retain the unique ecosystem of the Greater Sochi and to deliver unforgettable innovative Winter Games that will fully reflect our national character. 

Preparations and delivery of the Games will become a catalyst for positive changes regarding awareness of the level of environmental responsibilities not only in the region of the Games but also throughout the whole of Russia, and will create advantageous conditions for implementation of a number of needed amplitudinous environmental programmes. 

Traditional Russian resort Sochi shall be revitalized as an all-season modern world class health resort, a powerful base for developing sports of high achievements. The experience in implementing new high-performance technologies and environmental standards will become exemplary for other Russian cities. 

Sochi 2014 will become a high-tech rim for the unique nature of the Caucasian Black Sea coastal area, and it will mindfully support environmental harmony of Sochi as well as open access to its natural treasures for the whole world." 

Bolshoy» Ice Dome

Olympic Games use: Ice hockey

Post-Games use: Multi-purpose sports; concerts; and entertainment centre

IIHF World U18 Championship (April, 2013)

The Bolshoi Ice Palace is part of the complex of facilities operated by the International Ice Hockey Federation (IIHF). The complex includes the Bolshoi Ice Palace, Maly Ice Palace and a training rink. All Ice Hockey venues will be located in close proximity to one other, providing maximum comfort for athletes and guests of the Games.

The Bolshoi Ice Palace complex will have a capacity of 12,000 seats and will be covered by a dome. The design of the Bolshoi Ice Palace is based on the image of a frozen drop and will be principally silver once complete.

After the Games, the Bolshoi Ice Palace will serve as an ultra-modern, world-class multi-purpose sports and entertainment center.

Olympic Games use: Ice Hockey

Paralympic Games use: Ice Sledge Hockey

The Maly Ice Palace is part of the complex of facilities operated by the International Ice Hockey Federation (IIHF). The complex includes the Bolshoi Ice Palace, Maly Ice Palace and a training rink. All Ice Hockey venues will be located in close proximity to one other, providing maximum comfort for athletes and guests of the Games.

The Maly Ice Palace will be designed to accommodate 7,000 spectators. The venue will host Olympic ice hockey competitions and Paralympic ice sledge hockey competitions.

The Maly Ice Palace is a moveable venue, making it possible to be dismantled and transported for post-Games use as an Ice Palace in another Russian city.

«Ice Cube» Curling Center

Olympic Games use: Curling

Paralympic Games use: Wheelchair Curling

Capacity: 3,000 (Seated)

Start of use: 2012

International test events: World Wheelchair Curling Championship (February, 2013)

World Junior Curling Championship (March, 2013)

The Olympic Curling Center will be located in the Coastal Cluster, within the grounds of the Olympic Park.

The Olympic Curling Center is simplistic in its design, which symbolizes democracy, and accessibility alongside the festivity, which is characteristic of the Olympic and Paralympic Games.

The Olympic Curling Center is a moveable venue, making it possible to be dismantled and transported for post-Games use as a curling center in another Russian city.

«Iceberg» Skating Palace

Olympic Games use: Figure Skating and Short Track Speed Skating

Post-Games use: Skating center in another Russian city

Capacity: 12,000 (Seated)

Start of use: june 2012

International test events: ISU Grand Prix of Figure Skating Final (December, 2012)

ISU World Cup Short Track (February, 2013)

The Olympic Skating Center plays a crucial role in the Sochi 2014 concept. As such, it is located at the heart of the Coastal Cluster – Olympic Park.

The Olympic Skating Center is a moveable venue, making it possible to be dismantled and transported for post-Games use as a skating center in another Russian city.

Introduction

In times when the threat of global climate changes becomes increasingly evident, when the mankind is facing consequences of short-sighted treatment of nature and unrestrained consumption of natural resources, everyone is aware of responsibility for their own contribution to interaction with sensitive and frail environment. Climatic changes influence all aspects of social life and affect interests of all residents of the planet. Ideas of the world community regarding necessary long-term environmental protection of our habitat are the cornerstone in sustainable development concept.

In the context of sustainable development concept, particularly regarding environment protection the role and responsibility of sports are highlighted.

Being in focus of social life, sport creates the basis for family recreation, through generations it carries the values of discipline and fostering, fair contest and mutual help, initiative and responsibility, joy and dignity, respect and support.

Sport is a sphere of direct and intense contact between people and environment. Favorable weather conditions, clean air, water, soil and vegetative cover together with contemplation of the nature permeated with harmony enable people to open up their full abilities, to feel joy in making efforts and achieving, to be imbued with the feelings of beauty and perfection.

All kinds of sports, from simple entertainment in the open air to professional athletes’ contests depend directly on the environmental conditions and status. At the same time sports industry is among the factors which significantly influence the environment and pollute it.

It is obvious that people who organize sports events and take part in sports activities are directly responsible for environmental safety. They should personify cautious treatment of nature and use all means to promote environmentally safe solutions and actions to prevent violations of generally recognized right of everyone for favorable environment.

Being a mighty humanistic movement in the world, Olympic movement recognizes an exceptional interrelation between sport and nature, and it identifies for itself three key major dimensions: sport, culture and environment.

The goal of Olympism is to make sports everywhere conducive of harmonious mankind development in order to contribute to creation of peaceful society that will care for retaining human dignity.

Olympic movement constantly involves measures to conver the Games to a true example of sustainable development concept implementation and a powerful tool to spread the knowledge about its prospectively fruitful, beneficial and successful execution.

Agenda XXI (Olympic Movement’s Agenda 21)2, adopted by the Olympic movement in 1999 inspires the Games organizers to put every effort towards a more profound integration of sustainable development and ecological responsibility principles into all aspects of preparations for the Games and during the Games.

Successful experience in implementing environment and sustainability programs within the framework of the Games organization already exists for 15 years since the first «green» Games in Lillehammer in 1994 were held.

This experience has enabled the IOC to provide the Games organizers with necessary methodological tool for planning and action — IOC Guide on sports, environment and sustainable development published in 2006.

Keeping to the Olympic Charter and the IOC guidelines, aspiring to embody the Olympic movement’s motto: «Citius, Altius, Fortiusl», Sochi 2014 organizers are preparing innovative Winter Games embodying sustainable development concept in harmony with the unique nature of Sochi National Park Caucasian Black Sea coastal area and leaving a rich «green» legacy for Russia and its future generations.

It requires Games organizers not only to retain and carefully treat Sochi environment but also to improve its condition in Olympic capital simultaneously with a considerable economic growth of the whole Region, new opportunities for its people with the aim of turning it into a world class alpine climatic resort.

Organizers of the Winter Games of 2014 are using the existing capabilities to prepare for, and carry out innovative Games that will actualize sustainable development concept in harmony with unique natural conditions and leave a rich «green» legacy.
