In a large scale network, different tariffs apply to HPLMN subscribers when they are in different parts of the network. It is expected that the users are aware of where they are and decide whether to originate/accept a service.

The Local Charging Zone (LCZ) concept has been introduced to represent the part of the network that applies the same tariff for a group of users and believed much simpler and more generic (e.g. applicable to both UTRAN and GERAN) than the concept of SoLSA (Support of Localised Service Area ) which is currently applied to GERAN only. To obtain a solution quickly and for simplification reasons, the impacts on Core Network should be avoided if possible.

This work defines the concept of LCZ and specifies the related requirements for e.g.:

• Relationship between LCZs;

• Indication of the LCZ to users;

• User's decision of whether to accept/originate a service;

• Priority of LCZs (FFD);

Differentiated charging can be achieved via the already-existing cell-based charging mechanism.
