Annex II Operational Requirements

No more “Special Areas” (except for Antarctica maintained)

High Viscosity Substance: NLS in Category X or Y with viscosity equal to or greater than 50 mPas, applies at all times

Prewash required for all Cat. X substances and for Cat. Y substances if high viscosity or solidifying (see next slide).

Cat. Z; must be discharged through an underwater outlet on ships with keel laid on or after 1st January 2007.

It is not mandatory to use an underwater outlet for Category Z cargoes on ships built before 1st Jan 2007.

Annex II Operational Requirements

Pre-wash required for a large number of additional products.

For all Category X

For Category Y if a solidifying substance (definition unchanged):

M.P. Less than15C and Disch temp less than 5C above M.P. or

M.P. equal to or greater than 15C and Disch temp less than 10C above M.P.

For Category Y if high viscosity (> 50 mPas)

No pre-wash for Category Z (providing stripping requirements met).

Annex II Operational Requirements

Residues of category Y & Z may be discharged into the sea providing:

They are not solidifying or viscous products

The vessel is en-route

The speed is at least 7 knots

The discharge is below the waterline through approved outlet (some exemptions for Category ‘Z’ depending age of ship)

Discharge is made not less than 12 n.m. from nearest land

Depth of water not less than 25 meters

Procedures and Arrangements Manual

Every ship certified to carry substances of category X, Y or Z shall have on board a Manual approved by the Administration. The Manual shall have a standard format in compliance with appendix 4 to this Annex. In the case of a ship engaged in international voyages on which the language used is not English, French or Spanish, the text shall include a translation into one of these languages.

P & A Manual

The main purpose of the Manual is to identify for the ship’s officers the physical arrangements and all the operational procedures with respect to cargo handling, tank cleaning, slops handling and cargo tank ballasting and de-ballasting which must be followed in order to comply with the requirements of this Annex.

P & A Manual

The P & A Manual is key document that must be used by the ship to achieve 100% compliance with Marpol Annex II, it contains the following information:

Details of ships cargo pumping system including the correct stripping procedures for cargo tanks.

Details of ships tank cleaning system and equipment including rate of water flow through the butterworth machines.

Details of ships ballast system.

P & A Manual

List of approved cargoes for carriage as per the Certificate of Fitness.

Pollution Categories, Stowage limitations, Melting Point, if suitable for venting, if missible in water.

Flow charts to determine the correct cleaning procedures.

Details of the various cleaning procedures including pre-wash
