9.2.1. 20th Annual Meeting of the Pompidou Group’s Airports Group

Since its creation in 1986, on the initiative of the French delegation, the Airports Group has met annually with a threefold objective: to define practical forms of cooperation among international airports, to assess the organisation of control services and the working methods used in the major European airports and to encourage personal contacts between those in charge of control services.

About 100 participants from 34 countries participate annually in the meeting of the Co-operation Group of Drug Control Services at European Airports.

The meeting opens with an annual review of drug seizures made in European Airports, drawn up by the Regional Intelligence Liaison Office of the World Customs Organization (WCO/RILO). Based on the seizure reports submitted regularly by the European member States to their Customs Enforcement Network, the review notes seizures of all categories of drugs at airports. This confidential report is a source of strategic information for policy-makers.

Highlight of the meeting which took place in Budapest on 7 and 8 June 2005 was the presentation of the new version of the Passenger Control Handbook by the Spanish delegation, which includes an analysis of technical devices for drug detection at airports.

Participants also discussed issues related to general aviation, in particular with regard to seizures made, national action plans and recent updates of the Handbook on organising and carrying out checks.

Specific working sessions are devoted to various topics, namely controlled deliveries, the displacement of couriers and the detection and treatment of swallowers, the permanent assessment of the risk of crime at airports, the role of intelligence services in gathering, compiling and analysing data and information to support and improve the efficiency of operational resources.

Future priorities for the Airports Group include setting up a database for permanent operational analysis and statistical purposes and further exploring the subjects of airport crime and controlled deliveries.
