Structure

1.16. Section 1, this introduction, provides the scope and objectives of the Guide.

1.17. Section 2 gives guidance for the application of the IAEA Management System standards as they relate specifically to the development of I&C systems.

1.18. Section 3 identifies the inputs to the design and describes the need to identify the design basis of I&C systems.

1.19. Section 4 gives guidance on development of the architecture of the overall I&C system.

1.20. Section 5 discusses safety classification for I&C systems.

1.21. Section 6 gives guidance on the use of development life cycles to apply the process implementation requirements of GS-R-3, Ref. [4] to I&C systems.

1.22. Section 7 provides general guidance applicable to all I&C systems important to safety and further recommendations specifically for all safety systems.

1.23. Section 8 gives recommendations that are specific to certain systems such as the reactor protection system, certain types of equipment such as sensors, and to certain technologies such as computer-based systems, and devices configured with HDL.

1.24. Section 9 is concerned with the human-machine interface (HMI). It includes guidance on Human Factors Activities during I&C system development and the characteristics to be achieved by the HMI.

1.25. Section 10 discusses the development of software for computer based I&C systems important to safety.

1.26. Informative annexes include References, a Glossary, and a Bibliography.

STYLE

1.27. This guide uses the term ‘should’ to indicate that it is recommended to take the measures stated or alternative equivalent measures. The term ‘may’ is used to indicate measures that are considered acceptable practice, but which are not necessarily recommended. The term ‘shall’ is not used in this document except in quotes of the IAEA Requirements documents SSR 2/1 or GS-R-3.

1.28. All paragraphs of guidance of this document (Sections 2 to 10) are of one of three types:

  • A quote of, or reference to, requirements from SSR 2/1, Ref [1] or other IAEA requirements documents. These paragraphs are inset in the text.

  • Guidance on I&C or development process characteristics that should be achieved in order to comply with IAEA requirements. These paragraphs are given in BOLD text. Each recommendation is given as a separate paragraph.

  • Comments that further explain the recommendations or illustrate ways in which the recommendations might be achieved. These paragraphs are given in NORMAL text.

1.29. Throughout the document, the term ‘I&C system’ refers to any I&C system important to safety, and the term ‘important to safety’ is not repeated again except for emphasis. Where recommendations are specific to safety groups or safety systems, this is identified. In a limited number of cases recommendations or explanations apply to both I&C systems important to safety and I&C systems that are not important to safety. Where this is met the term “All I&C systems” is used.

1.30. The Guide includes illustrative figures, a glossary and a bibliography. Words are used with the spellings and meanings assigned to them by the Concise Oxford Dictionary. The English text is the authoritative version.
