7.164. The test program should define processes for periodic tests and calibration of systems that:

  1. Specify overall checks of all functions from the sensors to the actuators, capable of being performed in situ and with a minimum of effort;

Overlapping tests, which together test the whole channel, are acceptable.

  1. Confirm that design basis functional and performance requirements are met;

  2. Test all inputs and output functions, such as alarms, indicators, control actions, and operation of actuation devices;

  3. Ensure the safety of the plant during the actual testing;

  4. Minimize the possibility of spurious initiation of any safety action and any other adverse effect of the tests on the availability of the plant;

  5. Forbid the use of makeshift test set-ups, temporary jumpering, or temporary modification of computer code or data in plant components;

Test equipment may be temporarily connected to plant equipment if the equipment to be tested has facilities specifically designed for the connection of this test equipment.

Where temporary connections are required for periodic testing or calibration, connection and use of such equipment must be subject to appropriate administrative controls.

  1. Minimize the time interval during which equipment is removed from service; and

  2. Individually test each sensor, to the extent practicable.

7.165. In addition to the recommendations of paragraph 7.164, the processes defined for periodic tests and calibration of safety systems should:

  1. Be a single online test;

When a single on-line test is not practicable, the test program may combine overlapping tests, to achieve the test objectives.

For safety systems it is necessary to provide documented justification for the use of overlapping tests.

Typically the justification will demonstrate that the overlapping tests provide complete coverage, that reliability of the equipment is acceptable given the longer test interval, and that any components not tested on-line will be tested during plant shutdown.

  1. Independently confirm the functional and performance requirements of each channel of sense, command, execute, and support functions;

  2. Include as much of the function under test as practical (including sensors and actuators) without jeopardizing continued normal plant operation;

  3. Wherever possible, be accomplished under actual or simulated operating conditions, including sequence of operations;

  4. Be capable of detecting faults in redundant equipment;

Redundant equipment might be equipment in redundant channels or redundant equipment within a channel.

  1. Test and calibrate all variables used, where combinations of variables are used to generate a particular signal for a safety system;

Maintainability

7.166. I&C systems and components should be designed, located, and erected so as to minimize risks to maintenance personnel and to facilitate necessary preventive maintenance, troubleshooting, and timely repair.

7.167. Design to facilitate maintenance, troubleshooting and repair includes:

  • Avoiding locating equipment in areas where conditions of extreme temperature, or humidity are normal.

  • Avoiding locating equipment in areas where there is a risk of high radiation levels. (See NS-G-1.13, Ref. [16]).

  • Design that takes account of human capabilities and limitations in performing the required maintenance activities.

  • Leaving sufficient room around the equipment to ensure that the maintenance staff can perform their tasks under normal working conditions.

7.168. If components must be located in inaccessible areas other strategies for coping with failure ought to be considered. Examples include:

  • Installation of spare redundant devices,

  • Facilities for remote installation, and

  • Planning for plant operation at reduced power if the equipment fails and cannot be quickly and easily repaired or replaced.
