The United Kingdom is a constitutional monarchy. There are three branches of power: Parliament, which makes laws, the government, which “executes” laws, i.e. puts into effect, and the law courts, which interpret laws.
The Queen is the Head of State. She reigns with the support of Parliament. She appoints all the Ministers, including the Prime Minister. Everything is done on the advice of the elected Government.
The legislative branch belongs to Parliament. Parliament consists of two chambers: the House of Commons and the House of Lords. Members of the House of Commons, known as Members of Parliament or MPs, are elected by the voters of 650 constituencies. The Prime Minister, the leader of the Government, is also an MP, usually the leader of the political party with a majority. The House of Lords until recently consisted of life peers and a large number of hereditary peers whose membership of the House of Lords depended on their aristocratic birth.
In reality the House of Commons has true power. It is here that new bills are introduced and debated. If the majority of the members are in favour of a bill it goes to the House of Lords to be debated and finally to the monarch to be signed. Only then it becomes law.
The House of Lords is also the main instrument of the judiciary. It serves as the ultimate court of appeal. This appeal court consists of Law Lords. They are presided over by the Lord Chancellor.
The executive branch consists of the central Government. The Government is made up of the Prime Minister and ministers with departmental responsibilities, of whom the Ministers of State form the Cabinet.
