Participation of Ukraine in international cooperation
In the field of environmental protection
This state occupies one of the most important places in the international cooperation on environmental protection. Being a UN member, Ukraine is a sovereign party to 18 international environmental agreements, participates in 20 international conventions, (1) in more than 10 bilateral agreements; the country fulfils international environmental obligations. Thus, in accordance (2) the Law “On the Natural Reserve Fund of Ukraine” of November 26, 1993, the President of Ukraine issued a decree “On Biosphere Reserves”, which approved the biosphere reserves in Ukraine. As of November 1993, there are three such reserves: Askaniya-Nova (Kherson oblast), Chernomorskyi (Kherson, Mykolayiv oblasts), Carpathian (Zakarpatska oblast).
Ukraine has signed 44 bilateral international agreements and treaties, primarily with (3) neighbours Belarus, Georgia, Moldova, Russia, Slovakia and Poland. The memoranda of understanding on environmental cooperation have been signed with Austria and Finland. The agreement on cooperation in the field of environmental protection was concluded by the Government of Ukraine with the Government of Israel; with the governments of Finland, Austria and Russia - on cooperation in the field of nuclear safety and radiation protection. The cooperation in the field of environmental protection, national parks and biodiversity, rational use of natural resources, water resources management, toxic waste, overcoming the consequences of the Chornobyl catastrophe has got dynamic development between Ukraine and Denmark, (4) Netherlands and the United States.
Ukraine carries (5) international cooperation in the field of nuclear and radiation safety with the IAEA (International Atomic Energy Agency) (Международное агентство по атомной энергии (МАгАтЭ) and the European Union under the TACIS program, as well as on a bilateral basis – with the USA, Germany, Canada, Sweden and Japan.
Ukraine signed a Memorandum on cooperation between Ukrainian and Canadian governments on climate change, as well as the Protocol on Climate Change Cooperation with the Netherlands.
Ukraine is the sovereign side of 26 multilateral international treaties and 3 protocols in the field of environmental protection. The country is a member of leading international organizations whose activities are related to solving global or regional problems and environmental protection. Ukraine takes an active part in the work of the European Economic Commission, first of all, in the work of its Committee on Environmental Policy.
Since 1995, Ukraine has been a member of the Council of Europe - one of the most influential organizations in the activities of (6) environmental issues occupy an important place. The program of international cooperation with the EU in the field of environmental protection focuses on harmonization of the national legislation with the EU legislation and, (7), harmonization of approaches to the creation of a system of national environmental standards, the introduction of environmentally friendly technologies, resource and energy saving, harmonization of the system of analytical measures and assessment of the state of the environment.
Ukraine, as a UN member, is the sovereign side of many international environmental agreements and, together with other countries of the world, continues to actively work on the tasks of saving our planet from environmental disaster.
