Britain's Maritime and Coastguard Agency (MCA) has warned that it will prosecute seafarers whose poor seamanship leads to accidents.

It issued its warning after a UK court found the watch officer of a chemicals tanker involved in a fatal collision guilty of manslaughter and sentenced him to a year in jail. The MCA said the standard of second officer Brian Roberts' watch-keeping had fallen "so far below the level required" that the collision had been inevitable.

His ship, Dutch Aquamarine, ran into the stern of a smaller cargo vessel, the Ash, while travelling on the same course in the English Channel. According to a report by the UK's Marine Accident Investigation Branch (MAIB), although the weather had been fine and vis­ibility good, Mr. Roberts did not notice the Ash until it was dead ahead1 and very close.

The cargo vessel's crew took to the water; five survived but the master was found to be dead on arrival in hospital. The MAIB blamed the accident on heavy congestion in the Dover Straits and slack watch keeping.
