Rule 1. Rules of Procedure
1. The present Rules of Procedure (hereinafter referred to as “Rules”) of the Human Rights Council (hereinafter referred to as “the HRC” or “the Council”) shall be considered as adopted prior to the beginning of the Conference.
2. The Chairperson’s interpretation of the Voronezh International Model United Nations Rules shall prevail.
Rule 2. Adoption of the agenda
1. The agenda shall be set by the Secretariat prior to the beginning of the Conference and cannot de reconsidered.
2. Under Article 99 of the United Nations Charter the Secretary General shall have the right to introduce new items on the agenda.
Rule 3. Languages
1. The English language shall be the only official and working language at the sessions of the HRC.
2. Speeches, statements, motions and points may be made only in English. No other language shall be allowed during the session.
