What are the functions of the Metrological Service of the Republic of Kazakhstan

Metrological Service of the Republic of Kazakhstan consists of:

· The state metrological service;

· Public service of time and frequency; standard samples of structure and properties of substances and materials; standard reference data on physical constants and properties of substances and materials;

· Metrological services of government, individuals and legal entities.

The metrological service is an important part of public administration and performs the following tasks:

· Implementation of a package of measures on metrological support of business entities;

· Ensuring the unity and accuracy of measurements;

· Ensuring the safety, quality and competitiveness of domestic products in the world market;

• ensuring reliable accounting of all kinds of material and energy resources;

· Protection of the interests of citizens and the economy of the Republic of Kazakhstan from consequences of doubtful results of measurements.

State Metrology Service is headed by State Standard of the Republic of Kazakhstan. It includes:

· State Scientific Metrology Center, which provides the establishment, improvement, storage and use of state measurement standards, the creation of transmission systems of units quantities, the development of regulations to ensure the unity of measurements;

· Territorial bodies of the State Standard, which operate in the respective territory tasks and functions to ensure the uniformity of measurements in the range of certain provisions of these divisions.

State Standard of the Republic of Kazakhstan shall perform the following functions in the field of metrology:

· Generates and implements the state policy on maintenance of unity of measurements;

· Coordinates the activities of the metrological service of the RK;

· Establish unit values ​​permitted for use;

· Organizes basic research in the field of metrology;

· Establishes the rules of creation, approval, storage and application of the state standards of size units, improves reference base of size units of the RK;

· Defines the procedure for the development and approval of regulations to ensure traceability;

·Defines general metrological requirements to means, methods and results of measurements;

· Defines the procedure for the use, production and repair of measuring instruments;

· Maintain a register of the state system of maintenance of unity of measurements;

· Organizes and carries out state metrological supervision;

· Represent the Republic of Kazakhstan in the international and regional organizations on metrology;

· Organizes training and retraining of personnel in the area of ​​traceability.

In accordance with the objectives of the main responsibilities of the metrological services of legal entities include:

o Conduct systematic analysis of the measurement, control and testing at all stages of development, production and operation of certain types of products;

o examine the need for means of measuring, control and testing standards, the original model of measuring instruments for verification of measuring instruments, reference materials;

o Participation in the development of means and methods of measurements and their implementation;

o Participation in the creation of standards, other means of verification needed for the metrological service created and produced measuring instruments;

o Participation in the certification of the test and control, the development of programs and methods of their appraisals;

o Monitoring the timely presentation of measuring instruments on the test for the purpose of type approval of measuring instruments;

o Preparation of materials and participation in the coordination of applications for the import of measuring instruments;

o organizing and carrying out work on the verification of measuring instruments, ensuring timely submission of measuring actual fact;

o organizing and conducting repair of measuring instruments in use;

o keeping records of measuring instruments, the coordination of schedules and compliance verification of measuring instruments, timely debit measurements outdated design;

o Implementation of the rental of measuring instruments;

o Perform a particularly accurate measurements;

o development and coordination of local verification schemes;

o storage and maintenance of an appropriate level of standards for the playback of measurement units, other means of verification;

o Implementation of metrological control of the state and application of measurement, certified methods of measurement, standards.
