Technical basis of metrological support.
Objectives and key questions the analysis of the measurements.
Analysis of the measurements carried out in the following order:
establishing compliance with modern requirements of the means and methods of measurement;
organization and development on this basis, measures to improve the MOS;
equipment of enterprises with modern means and methods of measurement, testing, monitoring;
creation and implementation of new techniques and technologies;
improve product quality and more rational use of material and labor resources;
improve the reliability of the measurement results in the control of the environment and working conditions.
This work is not intended to apply to businesses interventions when deficiencies are identified. According to the results of the analysis should be worked out measures to improve the MO, with specific deadlines.
The basis for the analysis is the joint work plan of the ministries (departments) and the State Standard. General guidance and control over the conduct of the analysis carried out the parent organization. The methodological basis of the analysis is the governing regulatory document RD 50-466-84 "Metrological instructions. The technical base of metrological support of production. Means of measurement. Basic concepts and classification.
The basis of technical base mo are the means of measurement and control. Their quality, types and dostaonosti depend on other components of the mo: the structure of the metrological services of enterprises and organizations, forms and methods of work to preserve the uniformity of measurements, including the development of the state standards, store and reproduce the dimensions of physical units, the procedure for their transfer model and working measuring instruments, the frequency of verification of measuring instruments.
Measuring instrument - the technical means for measurement having normalized metrological characteristics, reproducing and (or) storing the units of physical quantities, the amount of which take the same (within the specified accuracy) for a certain period of time.
Law of RK "On Assurance of Measurement" N 102-FZ of 26 June 2008 measuring instrument is defined as a technical means for measurement. A formal decision on referring the technical means to measuring receives Federal Agency for Technical Regulation and Metrology.

measure physical quantities - measurement means for reproducing and (or) the storage of a physical quantity of one or more predetermined sizes, the values of which are expressed in units established and known to the required accuracy;
measuring device - a measuring instrument designed to produce values of the measured physical quantity in the established range;
Transmitter - a technical device with the regulatory metrological characteristics, which serves to convert the measured value to another value or the measurement signal, convenient for handling, storage, further change, display or transmission;
