  1. 11. What types of work carried out in the public system of measurements.

State system for ensuring the uniformity of measurements - a system for ensuring the uniformity of measurements in the country, implemented, managed and controlled by the federal executive authority of metrology - the Federal Agency for Technical Regulation and Metrology (Rostechregulirovanie).

Activities to ensure the unity of measurements aimed at protecting the rights and legitimate interests of citizens, the rule of law and the economy by protecting against negative consequences of doubtful measurement results in all spheres of society on the basis of constitutional provisions, laws, government decrees and regulations (ND).

Ensuring uniformity of measurements carried out in the country:

at the state level;

at the level of federal bodies of executive power;

at the level of entities.

The purpose of the state system of ensuring the uniformity of measurements - the creation of national legal, regulatory, organizational, technical and economic conditions for the solution of problems to ensure traceability and the provision of all stakeholders to assess the possibilities to correctly perform the measurements.

The main tasks of the CIO:

development of optimal management of principles to ensure traceability;

organizing and conducting fundamental research to create a better and more precise methods and means of reproduction of units and the transfer of their size;

establishment of a system of measurement units and measurement scales, admitted for application;

Establishment of the basic concepts of the metrology, harmonization of terms and definitions;

the establishment of an economically rational system of state standards;

the creation, adoption, implementation and improvement of the state standards;

the establishment of systems (by measuring) the transfer of units from the values ​​of the state standards measuring instruments used in the country;

establishment and improvement of secondary and working standards, verification of complex installations and laboratories;

establishing common metrological requirements to standards, measuring instruments, measurement procedures, methods of verification (calibration) of measuring instruments and other requirements, compliance with which is a prerequisite for ensuring the uniformity of measurements;

development and examination of sections of metrological support of other federal and state programs, including programs for the creation and development of production of defense equipment.

  1. 12. Analysis of metrological support to the pre-production stages.

4. appearance.

The main tasks of the metrological examination of technical documentation The main goals and tasks of metrological examination of design and technological documentation to date regulatory document defines MI 1325-86 "Guidelines. GSI. Metrological examination of design and technological documentation. The main provisions and objectives." In accordance with DOE design and technological documentation - analysis and evaluation of technical decisions on the choice of parameters to be measured, setting standards and ensuring the accuracy of measurements methods and means of measuring the processes of design, manufacture, test and use products.

The reasons stated in the definition of the target installation are obvious: the low level of metrological study makes it impossible to control the parameters of already manufactured products (complex parts, assemblies, process equipment and, most often, measurement). The appearance of the first standard GOST 8.103-73 "GSI. Organization and procedure of metrological examination of design documentation" recorded a need for institutionalization of the DOE as a specific event and attraction of specialists (expert metrologists) to solve complex problems. Currently, there are "Guidelines" MI 1325-86, the ideology of which is entirely borrowed from the canceled GOST 8.103-73. This regulatory document was not feasible due to incorrect setting goals DOE documentation. The new LP preserved almost all the tasks of the previous standard. Although the need for metrological examination of design, technological and research documentation is beyond doubt, conduct it in accordance with MI 1325-86 is difficult, and "in full" - is impossible.
