Science Legislation of the Republic of Kazakhstan. Competence of the Government and the Authorized body of the Republic of Kazakhstan.
1.Legislation of the Republic of Kazakhstan on the science is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulations of the Republic of Kazakhstan. 2.The legal relations regulated by this Law, regarding the conduct of scientific research carried out by means of grants, performance-based funding, not subject to the laws of the Republic of Kazakhstan, in order to establish requirements for procurement, including the government. 3.If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Act, the rules of the international treaty. Article 3. Competence of the Government of the Republic of Kazakhstan. The Government of the Republic of Kazakhstan: - develop the main directions of the state policy in the field of science and scientific and technological activities and organize the implementation; - determine the priority areas of scientific, technological and innovation activities in accordance with the priorities of social and economic development, as well as priority areas for strategic, fundamental and applied research in the Republic of Kazakhstan; - submit to the President of the Republic of Kazakhstan the annual National Report on Science; - approve the rules for accreditation of subjects of scientific and (or) scientific and technical activities. Article 5. Competence of the authorized body. The competence of the authorized body of the industry include: - participate in the development of proposals and implementation of state policy in the field of science and the scientific and technical activities, coordination of research in the relevant field; - participation in shaping the priorities of basic and applied research in the relevant field; - organization of the development of scientific, technical projects and programs financed from the state budget, and the implementation of their implementation in the relevant sector.

LAW OF THE REPUBLIC OF BELARUS. from May 5, 1998 of No. 159-Z. About National Academy of Sciences of Belarus (as of May 4, 2010). It is accepted by the House of Representatives on April 8, 1998. It is approved by Council of the Republic on April 16, 1998. It consists of 5 Chapters and 23 Articles. This Law determines the legal basis and guarantees of activities of National academy of Sciences of Belarus (further - Academy of Sciences), the basic principles of its interaction with state bodies, subjects and participants of scientific, scientific and technical and innovative activities and is directed on development of fundamental and applied science as bases of scientific and technical progress, economic, social and cultural development of the Republic of Belarus, on creating an enabling environment for preserving and further development of scientific capacity of the Republic of Belarus. Chapter 1 General provisions. Article 1. Status of Academy of Sciences. The academy of Sciences is the highest state scientific organization of the Republic of Belarus performing the organization and coordination of basic and applied scientific researches, carried out by all subjects of scientific activities, carrying out basic and applied scientific researches, developments, the organization, carrying out and coordination of the state scientific examination, represents itself as parent organization of the republic on scientific methodically ensuring development of informatization. The academy of Sciences for the solution of the tasks assigned to it carries out separate functions of republican state body within the powers determined by this Law, the Charter of Academy of Sciences and other legal acts. The academy of Sciences submits to the President of the Republic of Belarus and is accountable to Council of Ministers of the Republic of Belarus. The status of Academy of Sciences as non-profit organization is determined by this Law, the Charter of Academy of Sciences and other legal acts. The charter of Academy of Sciences is accepted by its General meeting and affirms the President of the Republic of Belarus. Article 2. Structure of Academy of Sciences. The academy of Sciences unites in the structure of full members (academicians), member-correspondents of Academy of Sciences, other members of General meeting of Academy of Sciences, honorary and foreign members of Academy of Sciences, and also department and regional branches of Academy of Sciences, the office of Academy of Sciences, the scientific organizations and other legal entities being in its maintaining, employees of these organizations and legal entities. Article 3. Main objectives of Academy of Sciences. The main objectives of Academy of Sciences are: scientific ensuring economic, social and state and legal development of the Republic of Belarus, its culture, rational use and conservation;
