Уважаемые господа!
Касательно утраты якоря судном Н.
Настоящим довожу до Вашего сведения, что в ходе плановых ремонтных работ на судоремонтном заводе В произведено сервисное обслуживание якорного устройства с последующей заменой якорь-цепи.
Несмотря на протесты со стороны Администрации судна, старая цепь, перевернутая и откалиброванная в соответствии с нормами завода, была поставлена вместо новой цепи. Обращаю Ваше внимание на то, что подрядчик имел полное представление о том, что якорь-цепь была достаточно сильно вытянута и не могла в полной мере обеспечить удержание якоря при помощи брашпиля. Ленточные стопора, также замененные во время ремонта, в силу особенностей металла не могли достаточно надежно удерживать цепь первое время использования.
Во время первого перехода после ремонта судно попало в шторм и якорь был утерян.
Я полагаю, что в данной ситуации судоремонтный завод несет полную ответственность за случившееся и должен возместить судну все убытки, связанные с простоем судна и утерей якоря .

Translate the text in writing
Navigation at an anchorage is the Master`s responsibility, but it is an area of great potential danger as ships are gathered in close quarters and are hampered in their movements. More collisions between ships may occur at anchorages than anywhere else, and while it is very rare for a ship to sink or for lives to be lost, as anchorages are very close to land, the risk of pollution is high.
Unfortunately navigation at an anchorage is an area largely ignored by the international regulations, which still expect ships to conduct themselves as if they were in the open sea. While this is workable in theory, it is not entirely practical and while the regulations allow local port authorities to make rules for their roadsteads they will make navigational rules that conflict with the international regulations.
A ship approaching an anchorage will find it difficult to recognize if another ship is at anchor, about to anchor or is about to get underway. Where possible, the ships will approach their anchor position into the wind and current, which means that all the other ships at the anchorage will be presenting a stern aspect. The signal for an anchored vessel during the daytime is a small black ball hoisted forward, which is usually completely out of sight for any approaching vessel. At night, while an anchored vessel is fully lit, there will still be nothing to indicate that it is about to heave anchor.
Anchor signals that were designed a century ago are no longer appropriate for today`s shipping. More practical methods could be designed or it could an excellent place for ports to apply local rules and proactive management.
