Vehicle decks usually extend throughout the length and breadth of passenger Ro-Ro vessels, without restriction. Such design makes them vulnerable to the effects of free surface in the event of flooding taking place. In such an event the ship could rapidly lose all stability and capsize.

Regulations changed in 1990 to cause increased stability standards for Passenger Ships, and more recently built Ro-Ro Passenger Vessels in Northern Europe are now required to meet higher standards of stability criteria – with 50 centimeters of water on the deck and some form of subdivision may well be required. IMO recommends that the main Ro-Ro deck is divided longitudinally into three compartments by two watertight bulkheads.

Precautionary measures include automatic draught gauges at the stem and the stern with remote readouts. These are expected to guard against flooding of the vehicle deck when the vessel is in port. Also, a loading computer must be accessible to the ships’ officers in port to allow the rapid calculation of stability before the ship sails. Heavy Ro-Ro cargo units must be weighed ashore and such information passed to the ships’ officers. Such units would normally be chained to the deck once loaded. Enclosed cargo spaces, above the bulkhead deck, are further required to have increased drainage requirements.

The overall purpose of such regulation changes is to ensure that such vessels leave port with sufficient stability to operate safely in adverse weather conditions or withstand the possible effects of collision and the loss of watertight integrity of the hull.
