On an enterprise (суопп)

A management system of labour precaution in branch (СУОПГ) is a component of management system of labour protection in state and control system of industry as a whole.

A management System of labour protection on enterprise (СУОПП) is a subsystem of СУОПГ.

Basic tasks of the management system of labour precaution in Ukraine and in industry as a whole are adopted by Cabinet of Ministers 10.10.2001:

- development of the methods of hygienic researches and estimation of labour conditions, research methods of heaviness and tension of working process for implementation of hygienic classification of job due to harm indexes and factors of danger of production environment;

- development and implementation in leading domains of industrial system of professional psycho-physiological selection of the specialists, engaged in works with increased level of danger;

- forming of new ideology, for safe human attitude to labour;

- creation and guaranteeing of telecasts "Danger near by", "Safety at work and at home", "This could be prevented" and etc.;

- establishment in public information (media) means of the permanent rubric "Labour Protection";

- creation of information-analytic system of the state of labour protection of economical subjects and others.

We shall consider in the manual a СУОПП system, an estimation of functioning efficiency, parameters of such estimation, ways of improvement of functioning and its influence on СУОПГ.

На підприємстві (суопп)

Система управління охороною праці в галузі (СУОПГ) є складовою частиною системи управління охороною праці в державі та системи управління функціонуванням галузі в цілому.

Система управління охороною праці на підприємстві (СУОПП) це підсистема СУОПГ.

Основні завдання системи управління охороною праці в Україні та в галузі в цілому затверджені Кабінетом Міністрів 10.10.2001 р.:

- розробка методів проведення гігієнічних досліджень і оцінки умов праці, методики дослідження ваги і напруженості трудового процесу для впровадження гігієнічної класифікації праці по показниках шкідливості і небезпеки факторів виробничого середовища, вазі і напруженості трудового процесу;

- розробка і впровадження у ведучих областях промислової системи професійного психофізіологічного добору фахівців, зайнятих на роботах з підвищеним рівнем небезпеки;

- формування нової ідеології, що буде виховувати в людині безпечне відношення до праці;

- створення і забезпечення показу телевізійних програм "Небезпека поруч", "Безпека на роботі і будинку", "Цього могло б не бути" і т.д.;

- впровадження в засоби масової інформації постійної рубрики "Охорона праці";

- створення інформаційно-аналітичної системи стану охорони праці господарських суб'єктів і інших.

У посібнику мі розглянемо систему СУОПП, оцінку ефективності функціонування., показники такої оцінки, шляхи поліпшення функціонування та її вплив на СУОПГ.

2.1. Structure of labour precaution management system

Management by labour precaution consists of preparation, reception and realization of the decisions on realization of organizational, technical and medically-prophylactic arrangements and methods, directed on safety of life, human health and capacity in work, decreasing of professional risks, creation of safe and harmless conditions of work, prevention to emergency situations.

СУОПП brings to effect following demands:

- envelops all of the functions of production activity, will realized at all of the levels and stages of production cycle (workers activity), as at preparation (organizations) stage of production and at its motion, so and after its completion in conditions of normal functioning and in conditions of non-typical (extraordinary) situations, that do not plan. Under this management by labour protection has clear distribution (delimitation) of the functions and volume of administrative decisions;

- corresponds the aims, tasks and management object peculiarities, takes into account the traditions and organically blends into current structural scheme of management by enterprise as a whole, as one of its subsystems, its component. The management board of enterprise ta the same time is a management board by labour protection;

- has to be self-controlled, adaptive and react on all of structurally-functional changes in management scheme of the enterprise;

- subjects and objects of the management are ought to be defined in management system by labour precaution of enterprise, a particular order of their interaction and intercommunications is established, so as the board provided co-ordination and control for functioning of the system;
