Past Perfect is used to express:
completed action connected with past moment:
It was not so nice there as he had expected.

Completed actions up to the past moment with the conjunctions hardly…when, barely…when, scarcely…when, no sooner…than:

In formal or literary style, these structures are sometimes used with inverted word order:
