1. Основною метою кредитно-грошової політики є допомога економіці в досягненні загального рівня виробництва, що характеризується повною зайнятістю і відсутністю інфляції. Мета кредитно-грошової політики - зміна грошової пропозиції для стабілізації сукупного обсягу виробництва, зайнятості і рівня цін. Більш конкретно: кредитно-грошова політика викликає збільшення грошової пропозиції під час спаду для заохочення витрат, а під час інфляції, навпаки, обмежує пропозицію грошей для обмеження витрат.
2. Існують три основних засоби кредитно-грошового контролю: операції на відкритому ринку, зміна резервної норми і зміна дисконтної ставки.
3. Операції на відкритому ринку - найбільш важливий засіб контролю грошової пропозиції. Цей термін відноситься до покупки і продажу державних облігацій центральним банком на відкритому ринку, тобто до покупки і продажу облігацій комерційним банкам і населенню в цілому.
4. При зміні резервної норми міняється величина грошового мультиплікатора і, отже, грошова пропозиція. В основі грошового мультиплікатора лежить той факт, що резерви, загублені одним банком, одержує інший.
5. Подібно тому, як комерційні банки стягують процентні платежі по своїх позичках, центральний банк стягує процентні платежі по позичках, наданим комерційним банкам. Така ставка відсотка називається дисконтною ставкою.
6. Зниження дисконтної ставки заохочує комерційні банки до придбання додаткових резервів шляхом запозичення в центральному банкі.
7. Готовність банків давати позички на основі надлишкових резервів періодично міняється, і в цьому криється причина державного контролю за грошовою пропозицією з метою забезпечити економічну стабільність.
