1.Port Description

Location: Illichevsk (Ilyichevsk) is situated on the Black Sea coast near the Romanian border, approx 20km S of Odessa.

General overview: The port has 28 berths, with a total length of 5.5km and depths from 9.6-13.0m.

Traffic figures: Approx 750 vessels visit the port annually.

Imports 4,800t, exports 162,000t handled annually.

Load Line zone: Summer Zone for ships over 100m in length and Winter Seasonal Area for ships of 100m or less in length, Winter Dec 1 to Feb 28/29, Summer Mar 1 to Nov 30.

Max size: LOA 260m, max draught 13.0m.

PRE ARRIVAL INFORMATION

ETA's: ETA should be sent 48, 24 12 hours prior to arrival. Then 5nm from the port roads to Ilyichevsk Traffic Control, with the following information:

1.Time of approaching entrance buoy

2.Type of cargo

3.Amount of cargo

4.Draught of vessel

Documentation required: The following documents are required by Customs, Immigration, Health department and the agent:

Communications:

Port Central Radio Station 1, 28, 63 Ilyichevsk Radio 1

Port Operator 73 Ilyichevsk Radio 2

Traffic Control 10, 12, 19 Ilyichevsk Radio 24

VHF: Calling Ch 16.

Health regulations: International code quarantine signals are to be shown on arrival and Free Practique is given by the quarantine doctor who will board the vessel to examine Master's Health Declaration.

Renewal of Ship Sanitation Control Certificate and Exemption Certificate, possible.

Customs and Immigration: Customs and Immigration regulations:

1.Checks will be made on all personal items and money according to Personal Effects Declaration and Money List.

2.Illegally acquired items and currency will be confiscated.

3.Disembarkation is allowed only with passport or Immigration papers.

4.Trips to other cities are allowed only with a special pass.

Notices of readiness: NOR is accepted while anchoring in outer roads, when proceeding directly to the berth, at the entrance buoy.

If Master (chartering agent) has no extract from Charter Party NOR is accepted according to port/customs.

General notices & regulations:

1.Vessels with open sewage system cannot be accepted by the port of Ilyichevsk.

2.Ballast waters have to be changed in the Black Sea outside territorial water of the Ukraine.

3.Ballast water can be pumped out in the port only after laboratory tests (oil content up to 0.05mg/l, suspended solids up to 1.75mg/l) and permission from state inspection of preven tion pollution.

4.Provide Master/agent with a copy of Charter Party. In cases of the absence of the Charter Party onboard, the port is within its right to take decisions as per customs and regulations of the port.

NAVIGATION

Port limits: The port area consists of the 3 basins of Sukhoy Liman.

The outer roadstead of the port which is bounded on the W by the coastline between Mys Bol'shoy Fontan (46°22'N  030°45'E) to Sela Sanzheyka 10nm SSW; and on the N, E and S by the arc of a circle of 4.5nm radius, centred on the harbour entrance.

Sea buoys, fairways and channels: There is an approach channel leading to Basin No 1, having a depth of 13.4m and a width of 120m. The channel is subject to strong winds causing a heavy surge which may make navigation hazardous.

Vessels proceeding from N to S are not to cross the leading light between Ilyichevskiy Approach Lightbuoy and the entrance channel. Navigation in the channel is normally one way. Speed of vessels in the entrance channel should not exceed 6kts unless a higher speed is necessary to retain control of the vessel, in which case the traffic regulation post should be informed. Speed of vessels of more than 20GT in the inner port area must not exceed 5kts.

Navigable depth of the outer roadsted is from 5.0m to 21.0m, depth of port water area is from 5.0 to 13.0m, depth of the approach channel is 13.4m.

Pilot: Compulsory, for all vessels entering and leaving harbour. Pilots normally embark in the vicinity of the Ilyichevskiy Approach Lightbuoy (46°18'N  030°43'E). In the event of bad weather the place of embarkation or disembarkation can be changed with the Master's approval.

Anchorages: Anchorage areas have been established 1.2nm and 3.3nm SE of the port entrance in the roads.

Anchorage is prohibited on or to the N of the leading line between Ilyichevskiy Approach Lightbuoy and the entrance channel, and between the moles in the entrance.

Tidal range and flow: Range 1.0m.

Dock density: 1010.

Weather: Prevailing winds: NW'ly.

There are about 44 days of fog annually, usually from November till March.

Principal navigation aids: Major lights: Sanzheyskiy Light (46°13'N  030°36'E).

Ilyichevskiy Light (46°19'N  030°41'E), stands at head of S mole.

Odesskiy Light, white metal framework tower with central column (46°23'N  030°45'E).

Charts: BA 2243, 2212; Sov 535. Admiralty Pilot NP24.

Traffic schemes: Vessel Traffic Control contols the navigation and manoeuvres of all vessels in the port. Vessels should contact Ilyichevsk Traffic Control (VHF Ch 10/12) when 5.0nm from the port roads advising ETA, position anchored and/or ask for instructions.

Restrictions: Approach channel, 120m wide having depth of 13.4m, has a speed restriction of 6kts. Vessels drawing over 11m may be able to enter port after obtaining special permission from the Harbour Master.

Pilotage, tug assistance and mooring are prohibited when winds exceed 27kts.

Tugs: Compulsory for vessels over 1,200GT. Tugs should be ordered via agents no less than 2 hours prior to arrival.

GENERAL

Repairs: Hull and machine repairs available.

Drydocks: Draught entering the repair yard must not exceed 8.0m.

Bunkers/water/stores: Fresh water: Available from the quays or delivered by barges.

Bunkering: Bunkering can be supplied from the port's tankers with prior arrangement through vessel's agent.

Public holidays: Jan 1, Mar 8, May 1, May 2, May 9, Oct 7, Nov 7, Nov 8.

Working hours: By arrangement.

Developments: It is reported that the port plans a new container terminal with a capacity of 4,000,000TEU by 2014.

It is reported that a US $50,000,000 upgrade has been completed at Illichevsk Container Terminal, including two new post Panamax gantry cranes and dredging, to increase terminal capacity to 850,000TEU. There are plans to commission another 400m berth in 2011.
