31. Vertical scheme – is an optimal organizational structure of the science of the 21st century.
In the base of construction conception of new optimal structure of science it is suggested the fundamental idea about transformation of the island science into united, functionally bound system. Thus, it is necessary to unite academic, higher institution, applied and industrial science into united functionally bound system. It is meant that such a necessity appears because of that all these organizational types of science elements are supplied from one financing source – the budget of the country.
Hence, in the base of creation of new organizational optimal scheme of science it should be a system of financing as a main management lever. And such an approach begin to act only at condition of creation of management verticals, hence, the organizational scheme of science in order to be the optimal one, should transform from the horizontal one into vertical. What is the essence of the optimal structure of science?
The future united vertical scheme of the organizational structure of science should represent the following. In the top of hierarchic pyramid there is by definition the fundamental science. It is obvious, since only it objectively can be the guarantee of society protection, that is taxpayers from bicycle inventions, pseudoscientific occupations by problems of perpetuum mobile and like that accompanying phenomena of the pseudoscience.
The fundamental science as a source of reliable knowledge about nature laws, as a unique true engine of progress and civilization should be on the specific position in the society. It should take the priority in financing and in preferences at choice of directions of scientific work even in applied fields. Exactly the fundamental science should in optimal conditions of the society development define the necessity in development of those or another directions in applied and industrial science.
In accordance with this the following, lower step in the organizational hierarchy the applied science should take as an vanguard of new technologies and new technics as the first and permanent user of discovered fundamental knowledge about natural laws.
The following hierarchical steps the industrial science takes. In such a pyramid, naturally, there is no idea about division of science for first and second sorts, since each of the listed parts of science just solve their part from the total spectrum of intellectual requests of the society. In figure 1 the block-schemes of the vertical and horizontal systems of science are given. The origins of the vertical scheme are observed good in science which serve for the military-industrial complex.

Such directions as creation of nuclear weapon, rocket-cosmic technics, aircraft construction are the samples of the vertical scheme for individually taken fields. This one more time confirms the urgent necessity for transition of the classical science into vertical scheme.
It is worth specially to note the role of higher institutions science. The practice of organization of research institutions beyond the higher institutions, evidently, is exhausted historically. The most clearly it is seen on disappearing of inflow of young specialists and the main in catastrophical separation of science from the students. From both sides the losses are great and irreplaceable. In the structure of higher institutions the situation is sharply improved: everyday every hour contact of students and researchers creates harmonic staff policy, corresponding to the principle of continuity of change of generations and hand on the baton. From the other hand, the professor-teaching staff is automatically involved in scientific-research process and again bring the advanced scientific methods and achievements into the education process. This confirms the limiting levels of both teaching and research work. Such a practice is being realized for many years in Europe, the USA and Japan. The practice has been approbated and justified. It is likely that it should introduce the vertical scheme using the experience first of all of the developed countries and higher institutions science.
