24. Law of increase of number of doctors and candidates of science
The number of doctors and candidates of science with time increases by exponent. It is noted that the exponential increase of the number of scientists of high qualification is in a complete accordance with the law (3). Seemingly such a function can be practically useful for political management of any country for an analysis of the degree of development of their state. A deviation from this law serves for a signal for determining decisions.
25. Law of preparation of scientific staff reserve
The technology of preparation of reserves for scientific staff should have a systematic continuous character, providing the entering of the youth the science in as possible as early age. Currently it is believed that the scheme close to ideal one is a system « school-higher institution-research institution». At this it is meant any schools, any higher institutions and any research institutions. On the west the fundamental science is mainly focused in universities, with which, as a rule, colleges are neighboring and renewing them. Such a system does not have a deficiency in young work interested in scientific results.
In the scientific literature this question is not enough still investigated, but intuitively it is seemed that the centers of gravity of the fundamental scientific research in our country are gradually moved to higher institutions. Moreover, currently the great number of higher institutions transform into universities. Thus, the optimal scheme of organization of science in the modern conditions with account of the world tendencies would be a displacement of the centre of gravity of the fundamental research to universities with simultaneous organization of the territorially close colleges and lyceums.
26. Law of age structure of scientific employers working in research institutes
The function of distribution of the number of scientific employers by ages in optimally working research institute is close to the normal law with a maximum in 35 years. In the scientific literature it is showed that the function of dependence of the number of scientific employers on their ages for research institutes has a characteristic minimum for the age of 35 years. However any jumps as to younger ages and to older ages one should consider as a deviation of work of research institute from optimal staff policy.

In average on the planet per one million of inhabitants 10 geniuses are born, that is people with the outstanding creative abilities or gifts. It is counted that in England per 1 million people 10 geniuses contributed outstandingly into one or another kind of activity. In the USA the statistics gives 11 outstanding persons. It should be thought that for the earthy conditions this value, seemingly, is a constant.

In the process of scientific knowledge that is steps to unknown, the creative breakthrough are realized by scientists with heretical non-standard views. V.I.Vernadsky call to accurate relation to heretics in science that is to scientists standing aside from widespread opinion. He wrote in 1903: The history of science on each step shows that the separate individuals were more right in their statements than a whole collaborations of scientists or hundred and thousand of researchers, adhering to prevailing views.
