Law of increase of repeated discoveries.
With the globalization of science development the number of repeated discoveries also increases which were made in different countries independently. In connection with the powerful flow of information and deceleration of support hardware for scientific work the more repeated discoveries are made. Whether this regularity has exponential character or it is global or local and temporary – the near future will show.
Law of increase of period of education for science occupation.
The periods of education for professional scientists in all countries increase. The strategic analysis on different countries reveals the tendency of growth of duration of education by science occupation. This is a disturbing tendency, since the human lifetime increases not so fast. This regularity requires a careful sociological scientific study, since it has very practical and economic character, not saying about that in young years the most part of scientific works and discoveries are made and it is not reasonably to spend the years only for education. Though, introduction of the bachelor and master course, postgraduate study and after it – the doctoral study, is a clear confirmation of the mentioned regularity.
Law of particular specialization of men of science and differentiation of science.
In average the scientists-professionals specialize more and more highly, and the fields of science, separate sciences and directions in it – are more and more differentiated. This regularity is natural at that level of science maturity which is achieved by the earth civilization. The volume of information in each scientific direction is great and professional preparation requires the deep and exact knowledge. However it is not worthy to say about extinction of the universal scientists and scientists-encyclopedias, since such gifts are presented by nature and on the any level of the science development such people will always be.
18. Law of growth of national income of the state, expended for science.
The part of the national income of developed countries, which is expended for science, is continuously increasing, in absolute numbers – by exponent. Such a tendency on a practice of the developed countries is now being realized. It is a practical consequence of the theoretical law (3).
Those states, in politics of which this tendency is legislatively consolidated, are provided with scientific support for all aspects of life of citizens of the country and have the chance for historical support of high civilized life, the remainder, alas, are doomed to long existence to the credit and economic backwardness. At this the scientific backwardness is more and more strengthening the state economic backwardness. To economize on scientific research means to show the historical blindness.
19. Law of transformation of the modern science from descriptive methods
All science evolutionary unavoidably pass three stages of development: descriptive-meditative, qualitative-logical and quantitative-analytical. In the history of the world science its different fields are on the different stages of development: on the descriptive-meditative stage, on the stage of logical qualitative methods of investigation, on the stage of quantitative methods, that is stage of higher development of scientific direction. It is showed in the science of science that all fields of science passed through the stages and such a process is objectively unavoidable.
