The national maritime policy

Objectives of the national maritime policy are to implement and protect the interests of the Russian Federation in the World's oceans and strengthening of the position of the Russian Federation among the leading maritime powers. For the Russian Federation sea transportation is of critical importance as in ensuring that domestic traffic, particularly in regions, where sea transport is the only mode of transport, as well as in foreign economic activity. The decisive continues to be the role of sea transportation for the needs of the regions of the Extreme North and the Far East. Implementation of the provisions of the Maritime doctrine of the Russian Federation will contribute to the achievement of high efficiency of maritime activities.

Цели национальной морской политики состоят в том, чтобы осуществить и защитить интересы Российской Федерации в океанах В мире и укреплении положения Российской Федерации среди ведущих морских полномочий. Для Российской Федерации морская транспортировка имеет жизненную важность как в обеспечении, что внутреннее движение, особенно в регионах, где морской транспорт - единственный вид транспорта, так же как в иностранной экономической деятельности. Решающее продолжает быть ролью морской транспортировки для потребностей областей Чрезвычайного Севера и Дальнего Востока. Внедрение положений Морской доктрины Российской Федерации будет способствовать достижению высокой производительности морских действий.

International convention on training and certification for fishing vessel

personnel enters into force

The International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995 (STCW-F 1995) enters into force on 29 September 2012.  The STCW-F Convention sets the certification and minimum training requirements for crews of seagoing fishing vessels of 24 metres in length and above. The Convention consists of 15 Articles and an annex containing technical regulations. The STCW-F Convention has been ratified by 15 States: Canada, Denmark, Iceland, Kiribati, Latvia, Mauritania, Morocco, Namibia, Norway, Palau, the Russian Federation, Sierra Leone, Spain, the Syrian Arab Republic and Ukraine, and also by Faroes, Denmark.

The entry into force of the STCW-F Convention comes just days before a diplomatic conference, to be held in Cape Town, South Africa, from 9 to 11 October, which will consider adopting an Agreement on the implementation of IMO’s other instrument relating to fishing vessel safety, the 1993 Protocol relating to the 1977 Torremolinos International Convention for the Safety of Fishing Vessels.
