13. Learn the difference in meaning: suggest - offer - propose
These three words can all be translated as предлагать. Although they are close in meaning, there are both semantic and grammatical distinctions in their usage.
Offer means firstly to hold out to someone for acceptance or refusal. In this sense the construction offer smb smth (or offer smth to smb) is used.
Ex. I offered her my help. The manager offered David a job.
Secondly, offer means “to express willingness to do smth”.
Ex. She offered to make (them) a cup of tea. His parents offered to lend him the money.
Suggest means “to put forward an idea”. There are two possible constructions:
(1) Suggest smth (to smb), suggest doing smth
Ex. He suggested a drive in the country. He suggested going for a drive in the country.
(2) suggest (that) smb (should) do smth
Ex. He suggested that they should go for a drive.
Propose may mean the same as suggest and is used in the same types of construction, namely: I propose an early start/ starting early/ that we start early tomorrow.
However propose is less widely used, being formal style, for example in the context of meetings, debates, elections.
