The executive consists of:
the Government - the Cabinet and other ministers responsible for national policies;
government departments, responsible for national administration;
local authorities, responsible for many local services;
The composition of Government can vary both in numbers of ministers and in the titles of offices. The party that wins the majority of seats in the House of Commons in a general election forms the Government, and the leader of the party becomes the Prime Minister, the head of the Government. He sets out government policy and rules the country in the name of the King or Queen. The Prime Minister chooses about 20 MPs from his or her party to become the Cabinet of Ministers.
The ministers are responsible to the Parliament and can be questioned about particular policies. The Prime Minister is also, by tradition, First Lord of the Treasury and Minister for the Civil Service. By modern convention, the Prime minister always sits in the House of Commons. The Prime Minister is appointed by the Queen, and all other ministers are appointed by the Queen on the recommendation of the Prime Minister.

The judiciary is independent and its judgments are not subjected to ministerial direction or control. The Prime Minister recommends the highest judicial appointments to the Crown.
The Judiciary determines common law and interprets Acts of the Parliament. The Lord Chancellor is the head of the judiciary. The House of Lords is the final court of appeal, but in practice appeals are heard by life peers who are senior judges. Other peers do not take part in the judicial work of the lords.
People accused of more serious crimes are tried in the open court by a judge and jury in the High Court, Crown Court and Court of Appeal. The House of Lords is the final court of appeal. Less serious cases are tried by lay magistrates in magistrate courts and county’s courts. A person who needs legal advice or representation in court may get help with the costs out of public funds.
The United Kingdom has no Ministry of Justice. Responsibility for the administration of the judicial system in England and Wales is divided between the courts themselves, the Lord Chancellor, and the Home Secretary. The Lord Chancellor is responsible for the composition of the courts, civil law, parts of criminal procedure and law reform in general; the Home Secretary is responsible for the prevention of criminal offences, trial and treatment of offenders and for the prison service.
