Treasury Bill Pyramid. In the absence of any new multilateral lending since September 2008, the government had to depend ever more heavily on the chief domestic source of borrowing: Treasury bills. The end result was a 250% increase in the volume of Treasury bills in circulation in 2009, from 29 billion to 71 billion hryvnia. Active sales of these instruments have continued into 2010:
