High school graduates may obtain a certificate through completion of a registered teacher education program at a New York State college or university, which will provide all application materials.

An individual evaluation of foreign credentials requires submission of an application form, fee, transcripts of college study, and certain other documents, and satisfaction of the testing requirement. Applications may be submitted directly to the Office of Teaching Initiatives or through Regional Certification Offices located at the Regional Boards of Cooperative Educational Services (BOCES).
