1.5. Сведения о портах.

Montevideo (Lat: 34˚ 54`S Long: 056˚ 03`W )

Time Zone: GMT -3

Max Draft: 12.8 m

PORT DESCRIPTION

Location: Montevideo is the principal port in Uruguay and is situated on the River Plate.

General Overview: The port has 3 basins and 14 piers and also included in this is the Government owned oil facility ANCAP, located on the N side of the bay.

Traffic figures: Approx 5,000 vessels and 300,000teu with a total cargo tonnage of 3,800,000t handled annually.

Load line zone: Summer.

PRE ARRIVAL INFORMATION

ETA`s: Initial ETA should be sent as per charter party instructions if on a voyage charter otherwise, if there is no instruction to the contrary, 7 days prior to arrival to nominated owners or charterers agent (or both).

Additional ETA`s should be sent as per charter party instructions or at 72, 48 and 24 hours prior to arrival.

The ETA message should include:

1.Bunkers on arrival.

2.Fresh water on arrival.

3.Any important requirements, ie bunkers, fresh water, stores, repairs, etc.

4.Number of people requiring medical attention and/or shore passes.

Communications: Cerrito Radio, Montevideo can be used for long range communications. The station works throughout 24 hours.

Inmarsat communication is possible.

VHF: Ch 16, 11, 13, 15, 09.

Health regulations: Free pratique can be requested by radio. A message should be sent to the authorities, via the ship's agent, 48 hours prior to arrival. The message must include the number of crew and the full names of the Master.

Customs and immigration: Customs: There are no restrictions regarding personal effects provided they are previously declared on the Crew Personal Effects List. Goods not declared are confiscated.

Immigration: All passengers' passports must be shown.

Standard messages: The following standard messages are sent to an approaching vessel from its agent.

Approaching from the E: According to regulations, it is essential to maintain continuous VHF listening watch on Ch 16 on passing meridian 050°50'W for Control Centre La Paloma (callsign "CWC 30" or Ch 16). On passing meridian 053°50'W, Control Centre Punta del Este on Ch 16. Passing meridian 055°30'W and 057°21'W, Alpha Zone on Ch 16, parallel 35°20'S Bravo Zone, roads and port area on Ch 11 or 13. If communications cannot be established through La Paloma or Punta del Este, cable ship's agent and Montevideo Control Centre urgently, informing date/hour of passing their area. Pilot with berthing instructions will board in 35°00'S  056°14'W.

Important:

1.Uruguayan flag over any other flag placed on port side.

2.Gangway to be placed in position only after berthing, safety net and lifebuoy should be fitted immediately.

3.On completion of mooring, rat guards should be fitted on all lines.

4.Radio agent as soon as possible requesting pratique advising last port of call, sailing date, total number of crew, full name of Master. Enter port without flying "Q" flag only after confirmation that pratique has been granted.

5.In case of dangerous/inflammable IMO cargo on board vessel should fly red flag/show a red light at night and advise number of packages and class of cargo on board, total gross weight and stowage plan.

6.Once berthed, or anchored advise agent of time.

7.Radio ETA and arrival draft to agent.

Approaching from the S: According to regulations it is essential to contact and maintain a listening watch on VHF Ch 16 with Prefectura Punta del Este on passing meridian 055°30'W. After this position contact Control port of Montevideo. If communications cannot be established, cable the vessel's agent and Montevideo Control Centre urgently, informing them of the date/hour of passing their area to avoid fines. Pilot will board with berthing instructions at 35°00'S  056°14'W. Advise ETA and arrival draft.

Flags: See "Standard messages" above.

Notices of readiness: NOR should be tendered in accordance with charter party terms.

This is alongside if berth is free on arrival or on anchoring in the port roads if berth is occupied or if charterer, for any reason, does not accept vessel alongside. If loading at more than one port, NOR should be presented at first loading port only, unless otherwise stated in the relevant charter party or contract; notwithstanding that the Master is obliged to keep agents/charterers well informed of progress and position whilst shifting between ports.

General notices & regulations: The port will be closed by the coastguard, under the following conditions:

1.When the wind force exceeds 32.4kn, if the wind force not above 37.8kn, in special circumstances and with confirmation of the Master and pilot that an ocean going vessel is in fit condition to proceed

2.When the visibility is less than 1,000m, if the visibility is more than 500m and the electronic aids are appropriate according to the information from the Master and pilot, entrance or departure of ocean going vessels may be authorised by coastguard.

3.Tugs, launches, barges and other crafts used for port operations, can sail and/or enter in any weather conditions, if visibility is not less than 200m.

4.Speed within the access channel must not exceed 8kn.

5.A distance of not less than 700m is to be maintained between vessels when entering or sailing.

Agency: An agent of good reputation and long standing should be chosen.

NAVIGATION

Port limits: East Breakwater, West Breakwater, North Breakwater and the Dock Berth.

Sea buoys, fairways and channels: Access channel: The depth is 9.7m CD. Vessels waiting for a pilot should do so within 900m off the Fairway Buoy. Crossing in the channel is permitted for vessels under 9.1m draft or for a vessel drawing over 9.1m with a vessel drawing less than 7.6m. There is a current, changing direction with wind and tide, of approx 1kn. The eastern section of the channel should not be used for anchoring, as there are submarine cables W of the channel, between the buoys and the "Calpean Star" wreck, depth is 7.3m for 500m.

Ships entering from the W, land their Argentine pilot at Montevideo but, if continuing on to sea without entering, may drop the pilot at the access channel, if weather does not permit, disembark at Recalada Lightship. In such cases a message should be sent to the control centre, Montevideo by VHF.

The E breakwater projecting from Punta Sarandi, length 940m and the western breakwater lying at right angles to the eastern breakwater has a length of 1,300m. The passage between the 2 breakwaters has a width of 300m.

Pilot: Compulsory for commercial, ocean going vessels. The Montevideo Port Pilot will board vessels at 35°00.0'S  056°13.5'W - just S of the Montevideo Channel Fairway Buoy.

Anchorages: The roads of Montevideo consist of the outer roads situated to the S of the bay and the inner roads situated outside the western breakwater. Both anchorages are exposed, and vessels are recommended to enter the Anteport, for which pilotage is required. Nevertheless, all vessels may anchor freely in the roads, without assistance of a pilot provided the following rules are observed:

1.Not to drop anchor at less than 900m from the nearest lit buoy in the entrance channel to the Anteport, or within the same distance from the breakwaters, nor anchor in the area bounded by 35°00'S and 35°15.00'S, and 055°56.3'W and 056°00'W, owing to telegraph poles.

2.To hoist and fly "B" of the international code in a visible position during the day and to show a red light during the night, in those cases where gunpowder, or explosives or inflammable material are carried. The Maritime authorities in such cases will fix, within the zone between the channel and Cerro coast, the anchoring ground for discharging operations.

3.To fly flag "L" of the international code, in those cases as established by the aforesaid code.

4.To fly flag "Q" of the international code in a conspicuous position until the authorities have visited the ship, unless free pratique has been asked for by radio.

Note: In those cases where the provisions of Rule 3 arise, the maritime authorities will choose the place of anchorage.

Anteport: There are, seven anchorage berths with a depth of 9.1m, soft mud, anchor with both anchors. Anchorage is prohibited within 0.5nm of the breakwaters or of any of the lightbuoys marking the dredged channel.

Tidal range and flow: Range 1.0m.

Dock density: 1010.

Weather: Prevailing winds: SE'ly, SW'ly.

Charts: BA 2001. Admiralty Pilot NP5.

Restrictions: Vessels carrying explosives and dangerous cargo may not enter the port when the wind speed exceeds 60km/hr.

Tugs: There are 21 tugs available, five from 2,400-4,100bhp and 16 from 250-1,680bhp.

Coast guard: Available.

Docking facilities: Within port:

Floating dock 60m x 13.7m 700t (out of service)

Bunkering: All grades of fuel and lubricants available from ANCAP.

Medical facilities: Hospital Maciel, Hospital Italiano, Hospital Britanico, Hospital Pasteur, Hospital de Clinicas.

Transport: Nearest airport: Carrasco International Airport.

Nearest railway: Montevideo. Connection with Argentina, Paraguay and Brazil.

Public holidays: Jan 1, May 1, Jul 18, Aug 25, Dec 25.

Working hours: Throughout 24 hours.

Developments: Both the channel and the Anteport, as well as the channel to ANCAP, are constantly being dredged. The aim of the Harbour Board is to reach a water depth of 10m.

Garbage: Available by private operators.

Fumigation: Available, by arrangement with agent.

Mocamedes (Lat: 15˚ 11` S Long: 012˚ 07`E)

PORT DESCRIPTION

Location: Mocamedes (Namibe) is situated on the S coast of Angola in Mocamedes Bay. Two separate port areas, one for general cargo vessels and one for bulk carriers and tankers (Port Saco). Minimum depth in the approaches 10.6m.

Load Line zone: Tropical.

PRE ARRIVAL INFORMATION

Communications: VHF: Ch 16.

NAVIGATION

Pilot: Pilotage is compulsory for entering and leaving, both at Porto Salazar and Porto Mocamedes. The pilot boards at the entrance to the bay between 0600hrs and 2100hrs. Berthing is not undertaken after 2000hrs. Limiting hours for sailing are 0600hrs to 0000hrs. Sailing between the hours of 0000hrs and 0600hrs is only permitted with special permission.

Tidal range and flow: 1.3m.

Dock density: 1025.

Weather: Prevailing winds: SE'ly.

Charts: BA 1197. Admiralty Pilot NP2.

Tugs: 2 tugs of 2,100 hp available.

BERTHS AND CARGO

Names/Nos: General cargo/Bulk berths: Mocamedes: One quay 875m in length, depth alongside between 3.0m and 10.5m. Equipped with 7 x 3-10t cranes. Warehousing and cold storage available.

Port Saco: Ore loading terminal. Quay 325m in length, depth alongside 18.0m. Capable of accommodating vessels up to 203,000dwt. Loading rate 3,500tph. Storage area for 1,220,000t of ore.

Tanker berths: One tanker berth, operated by Texaco, 480m in length, depth alongside 18.8m at Port Saco. Night berthing possible.

GENERAL

Repairs: Available.

Bunkers/water/stores: Fresh water: Available.

Bunkering: Available.

Medical facilities: Medical facilities are available.

Transport: Nearest airport: Mocamedes Airport.

Nearest railway: The port is connected to the national rail network.

Working hours: Normally 0730-1230hrs, 1430-1730hrs. Overtime available.

Developments: New ore loading equipment is to be installed at Port Saco.
