Criminal law is that part of the law which characterizes certain kinds of wrongdoings as offences against the State, not necessarily violating any private right, and punishable by the State. Civil law is concerned with the rights and duties of individuals towards each other. The main distinction of civil law from criminal law is that in civil law the legal action is begun by the private citizen to establish rights against another citizen or group of citizens, whereas criminal law is enforced on behalf of or in the name of the State.

English law is one of the great legal systems of the world, and a substantial proportion of it is ruled today by laws that came originally from this small island. The most important characteristics of English law are these: continuous growth, absence of codification, judicial character of the law, independence of judiciary, independence of lawyers, influence of procedure, no reception of Roman law, the doctrine of precedent, practical nature of the law.

Every year the Parliament passes about one hundred Laws directly by making Acts of Parliament. The Parliament sometimes passes a very general law and leaves a minister to fill in the details. Using the powers given to them by the Parliament ministers become lawmakers themselves.

About the month before the election the Prime Minister meets a small group of close advisers to discuss the date which would best suit the party. The date is announced to the Cabinet. Party manifestos are published and campaigning begins throughout the country, lasting for about three weeks with large-scale press, radio and television coverage. Any number of candidates can stand for election in each constituency. The main political parties are usually repre­sented, and sometimes candidates represent minority parties.
