IX. Read and translate the text orally. Translate paragraph 4 in writing

Every society that has ever existed has recognized the need for law. These laws may have been unwritten, but even primitive people had rules to regulate the conduct of the group. Law may be classified in various ways. The four main divisions are as follows: criminal law and civil law, public law and private law, substantive law and procedural law, municipal law and public international law

The United Kingdom is a unitary State, not a federation of States. Nevertheless, it does not have a single system of law within that State. There are separate systems operating in England and Wales, Northern Ireland, and in Scotland. There are differences between the law of Scotland, influenced by Roman law, and that of the remainder of the United Kingdom, although since the Union with Scotland Act, 1707, these differences are now less marked on broad issues.

In today's world there is often the need for new laws to be made. Today most laws are made by Parliament or government departments. Any law made by these is called, in general terms, leg­islation. Laws passed by Parliament are also known as statute laws or Acts of Parliament. Laws made by government ministers and their departments are called delegated legislation.

Fair and free elections are an essential part of democracy, allowing the majority of citizens to determine how they want the country to be governed. In the UK the time between general elections is five years. There were eight years between elections at the time of the First World War and ten years at the time of the Second World War. The Prime Minister chooses the date of the next General Election, but does not have to wait until the end of the five years. A time is chosen which will give as much advantage as possible to the political party in power.
