He understood

Two Americans were travelling in Spain. One morning they entered a little restaurant for lunch. They did not know Spanish, however, and the waiter did not know English. So they tried to make him understand that they wanted some milk and sandwiches.

At first they pronounced the word «milk» many times. Then they spelled it. But the waiter still could not understand.

At last one of them took a piece of paper and began to draw a cow. He has just finishing his drawing, when the waiter looked at it and ran out of the restaurant.

«You see», said the traveller who has drawn the cow, «what a pencil can do for a man who has difficulties in a foreign country».

After some time the waiter was back, but he brought no milk. He put down in front of the two men two tickets for a bull-fight!

іAt the end of 1970 a decision was made by government of Great Britain to implement Section 4 of the Development of Tourism Act. This decision opened up new tourism investment opportunities and encouraged the expansion and improvement of facilities for tourists in the Development Areas. From July, 1971, Section 4 started to provide financial assistance to projects which attract tourists and benefit both visitors and local residents.

As a result, small hotels were able to provide more accommodation and more modern facilities; museums and leisure centres were able to open. The scheme left to the creation of such diverse tourist attractions as an aero park in the West Country, a museum of music hall momentous in Sunderland, a china clay industry museum in Cornwall. It helped preserve a picturesque steam railway and an old working Watermill in Cumbria, purchase boats for sea angling trips at Whitby, provide cycling holidays in the York­shire Dales and refurbish two theatres in Liverpool.

The implementation of Section 4 was designed primarily to provide new job opportunities in economically weak areas, it was in effect. An extension of Government aid Programmes, which had been in operation for some fifteen years.

During 1970 Government was developing its strategy to assist Development Areas, bring in legislation to provide further financial aid to industry located there.

The emphasis was on engineering and other basic industries but the various service industries too. So it was said that a million pounds was going to be made available for the assistance of tourism projects in the Development Areas of England, Scotland and Wales.

The English Tourist Board was set the task of making the new scheme work in England. It has not only done it, as originally envisaged, but has increasingly turned the scheme into a tool for helping to share the way in which tourism develops in the five English regions where it operates.

The Development of Tourism act set up the present structure of statutory tourist boards - the English, Scottish and Wales Board and the British Tourist Authority. It also led to the infusion through the Hotel Development of some 43 million in grants from public funds into the building of new hotels and extension and improvement of hotel facilities in England.

Nearly half the money has been spent on «attractions» and the rest on providing accommodation or other amenities.
