Instead of the requirement for enrolment in full-time study [täiskoormusega õpe], provided in clause 20 (2) 1), subsection 41 (4) and 43 (1) of this Act, persons admitted to educational institutions before the academic year 2003/2004 are required to enrol in full-time study [statsionaarne õppevorm].

§ 612. Grant and recalculation of pension retroactively
Pension shall be granted or the pension shall be recalculated to pensioners who have the right to a pension or additional pension qualifying period upon entry into force or amendment of the Act after the date of entry into force of the Act or the entry into force of the relevant amendment if the application and the documents necessary for the grant of the pension have been submitted within six months after the entry into force of the Act or the relevant amendment. If an application is submitted later, pension shall be granted in accordance with subsection 32 (2) of this Act or the pension shall be recalculated in accordance with subsection 25 (1) of this Act.

§ 613. Allocations prescribed in state budget for specific purposes paid into pension insurance reserve and emergency reserve
The funds allocated by state budgets to the pension insurance reserve and emergency reserve before 1 January 2008 are also deemed to be the allocations prescribed in the state budget for specific purposes which are paid into the pension insurance reserve and emergency reserve specified in clause 56 (1) 4) of this Act.

§ 614. Payment of pensions
(1) State pensions shall be paid pursuant to the procedure provided by subsections 36 (1) and (5) of this Act as of 1 February 2009.
(2) Until 1 February 2009, a state pension shall be paid monthly for the current month through a local pension office either to the bank account of the pensioner or by post at the expense of the payer as requested by the pensioner. A state pension shall be transferred to the account of a pensioner in a bank in a foreign state at the expense of the recipient.
(3) As of 1 February 2009, a state pension granted before 1 February 2009 shall be paid pursuant to the procedure provided in § 36 of this Act.
(4) If the pensioner has not informed the Social Security Board of the number of his or bank account or forwarded an application in compliance with clause 36 (1) 2) and as a result, the pension cannot be paid pursuant to the procedure provided in § 36 of this Act, the payment of the pension shall be suspended as of 1 February 2009. After submission of the appropriate application and the document provided by subsection 2 (2) of the Identity Documents Act, the pension shall be paid retroactively.

§ 62. Amendment of Superannuated Pensions Act
The Superannuated Pensions Act (RT 1992, 21, 294; RT I 1993, 40, 596; 1994, 24, 298; 51, 856; 83, 1450; 1995, 61, 1027; 95, 1631; 1996, 22, 437; 86, 1539; 1997, 81, 1366; 1998, 17, 266; 107, 1767; 2000, 25, 147; 28, 167; 58, 376; 2001, 100, 648; 2002, 61, 375) is amended as follows:
1) in the text of the Act the words "years of pensionable service or accumulation period" are substituted by the words "pension qualifying period" in the appropriate case form;
2) section 11 is amended and worded as follows:
“A superannuated pension shall be granted, paid, recalculated and indexed pursuant to the procedure provided for in the State Pension Insurance Act.”
