Summary

The monograph presents the results of the research into the formation of the 21st century people’s (national) Russian uniting, patriotic and statehood ideology of development as an ideology of modernization. From the point of view of clus ter — network approach the author makes his research of methodological, con ceptual, institutional and legal foundations for the synthesis of Russia’ national ideology as the result of all Russian strategic forestalling compromise of all prin cipal ideological trends while saving each ideology’s full scale functioning.

The book continues the line of the research into humanitarian interactions presented in the author’s works of 2003—2010: Geoculture: Foundations of Geocultural Dynamics of Security in World 21 (Moscow, 2003); Russian Ide ology 21: An Essay in the Sociological Study of the Formation of Russian Ide ology in the 21st Century (Moscow, 2004); Ideology: А Sociological Aspect (Moscow, 2005); Sociology of Ideology (M., 2008); Sociology of Justice (Mos cow, 2008); Sociology of Security (Moscow, 2009); Theory of Compromise

(Moscow, 2010).

The monograph presents new possibilities for geocultural paradigm, humani tarian innovations, network approach and high humanitarian technologies. Thus the following phenomena are well grounded: the people’s uniting ideology, com mon (Russian) dream, nation wide goal, meaning of life, social ideal, all Russian values, trust, compassion and tolerance, culture of development, culture of mod ernization and a clever humanitarian network.

Foreword

The author tells the reader of some circumstances which induced him to go on with his research into humanitarian interactions as in their ideological expression: to come back to the study of problems of the people’s uniting ideology of Russia’s development. He turns the reader’s attention to several issues which are examined in the presented book.

In the course of everyday reality of 2000—2010, a Nationwide Goal and So cial Ideal were formed (in this period, they coincide in their meaning and con tent): every person’s equality before the law, justice, truth and dignity for every one. Russian President Vladimir Putin’s ideological thesis (St. Petersburg, 2007) — Russia as an idea country, as well as President Dmitry Medvedev’s ideo logical thesis (St. Petersburg, 2010) — Russia as a dream country were positively accepted.

Patriarch of Moscow and all Russia Kirill’s uniting spiritual activities are posi tively accepted by many Russian citizens who are orientated towards secular moral and spiritual values, and also by many citizens of our country who are orientated towards Orthodoxy, Islam, Buddhism, Judaism and Catholicism.

It is in the years of 2000—2010 that it was clearly defined that the people of Russia is the principal bearer of sovereignty and the single source of power in Russia (2000, 10 January). In 2010, President Dmitry Medvedev clearly marked that the Russian Federation is ruled and controlled only by the people.

So, the people of Russia are the Main Subject of Russia’s development, mod ernization and administration.

In 2000—2010 the people of Russia empowered itself for the role of the princi pal creator of meanings of the new Russian people’s uniting ideology, for the role of its bearer and of its Subject.

The formation and functioning of Russia’s new people’s (national), uniting, patriotic, statehood ideology is an everyday reality.

The Main Meaning of people’s ideology is to assist spiritual and moral, cul tural existence of every man, every family and every people.

A theoretical peculiar feature of people’s ideology is its being based upon cultures and religions of all the peoples of Russia, upon people’s creative work and art, upon humanism and social sciences.

Methodological foundations: definiteness in the sphere of manifestation of geocultural and cognitive approaches as a cluster and institutional network para digm.

— Institutional foundations took shape on the basis of millions of Russian citi zens’ initiative in the Internet, in social networks supported by the traditions of social procedures of main religious confessions: Orthodoxy, Islam, Buddhism, Judaism and Catholicism, etc. Especially important is the activity of non govern mental institutions working legally for the benefit of the peoples of Russia.

As a result, the people’s Russian uniting ideology of culture of development of Russia and of culture of modernization took shape (2000—2010) as a clever hu manitarian network. This is a self activating all Russian institute interacting with humanitarian clusters included into it.

Introduction into the Research

The Reality and Necessity

of an All Russian Scientific Discourse

According to the author the year 2010 may be described as a new epoch in the development of studying real ideologies in Russia and in many other countries.

This important tendency is conditioned by concrete and important questions being put by the people: how to understand the meaning of life and goals of Rus sia’s development; what can be really said about the people of Russia, about its destination — where it goes; what position to occupy and how to act to set up one’s family and Motherland; what can I do for the sake of other people and Motherland in the name of justice and human dignity.

In September 2010, according to preliminary results of the author’s research and of other Russian scientists’ studies, it is necessary to formulate the four the ses:

people’s cluster network uniting statehood ideology has practically taken shape in Russia;

the people of Russia is the main subject and creator of people’s ideology;

a clever humanitarian network is the leading developing and functioning social institution of Russia’s development people’ ideology;

the global structural humanitarian revolution is an actual context of Russia’s development people’ ideology that dramatically accelerated the formation of this ideology in the period of 2003—2010.

Chapter 1

Theoretical Grounds

of the Formation and Functioning

of the People’s Ideology of Development

Researches by a wide circle of sociologists, economists and politologists orien tated towards the formation of Russia’s national ideology allow the author, in au tumn of 2010, to suggest that the basis of a fundamental sociological theory is re alized. National ideology’s theory has its own subject of study, uses its own con cepts, constructs and categories. Principles and dynamics of its functioning are

defined. The object of Russia’s national ideology research is the Russian society in an ideological sphere and all the spectrum of ideological interactions.

It may be definitely stated that a specialized all Russian scientific discourse on the problems of national ideology’s formation and functioning has been formed. It is important to mark that the study of a real position of national ideology’s the ory is being conducted in the course of study of the phenomenon of “ideology” itself, of the concept of “the ideological” as well as of many other ideologies which function in the Russian society.

Foundation and formulation of specific concepts, constructs and categories provided by the author in the first Chapter of the book, is important for theoreti cal grounding of the people’ ideology of development of Russia: ideological net works, ideological capital, ideological compromise, ideological time, ideological space and ideological security.

Chapter 2

Methodological Aspects of the Formation

of the National (People’s) Ideology

of Development

A special importance of methodology of studying people’s ideology is condi tioned by the necessity to understand principle innovations in the ideological pro cess as well as to develop the study of logics and dynamics of the ideological for a sociological support of the development and modernization of Russia. In the au thor’s concept, a traditional formation scheme of the ideological is princi pally changed (an ideologist — working out of ideological content — introduc ing ideological meanings to a subject — control of adequate perception of worked out and introduced meanings — correction of the original content). A new logic: the main subject of ideology — people — works out ideological content in clever humanitarian networks — basic constructs of ideology of Russia’s development as people’s ideology of Russia are created in the processes of humanitarian interac tions (a cognitive aspect). A direct people’s ideological process is formed and it functions; the problem of synthesis of ideological elements into clusters and conglomerates out of which cluster and institutional network ideology is formed, is interesting and important; even more interesting and topical is the problem of the source of energy, synergetic and cognitive for the synthesis itself and for subsequent functioning of people’s ideology.

Thus, we speak about the presence and formulation of the main driving antag onistic contradiction; the problem of the creation of «a new optics» of social sciences (totality of new notions, meanings, concepts, constructs, theories and hypotheses), new understanding of positive and negative consequences of a net work approach and humanitarian aspects of the Internet is becoming more press ing; study and formation of a new humanitarian scientific paradigm of social sciences, new understanding of the demands of the rational is becoming more urgent.

Imperative, categorical nature of the whole people’s demand for a common uniting idea to keep and develop people and Russia and to provide for moderniza tion and development began to be recognized. The institution of the People’s Ideology is definitely the way of functioning of such a uniting idea (common cause). Extreme, in fact revolutionary, conditions and demands for Russia’s modernization and its development defined favourable motivation for an ideolog ical compromise, for the creation and functioning of the people’s ideology of de velopment through modernization. New humanitarian innovations, like Tosh chenko’s “centaur effect” and Kuznetzov’s “ideological compromise”, proved to be well grounded and topical. These methodologies and theories allow explaining means, mechanisms and technologies of stable enough and necessary time and space effects for the functioning of the people’s uniting ideology of moderniza tion.

Chapter 3

Discussion of the Meanings

of the Russian Ideology

of Development through Modernization

A new quality of people was shaped in the period of 2005—2007 (as a cognitive attribute of cluster, institutional network approach based upon the Internet). People of Russia used to be an Object of ideology, and then it started to become its Subject. Here is the process of self preserving, self organization, self develop ment and self authorization. The global structural humanitarian revolution of weak interactions became the catalyst of such dynamics. The total global and all Russian crisis of 2008—2010 actually shaped all Russian people’s uniting patriot ic statehood ideology. This people’s national ideology really functions in 2010 as the ideology of Russia’s development and modernization. In fact the peo ple’s ideology of development realizes the functions of Russia’s mobilization ideology. The reason is: dynamics and motives of such a great interest of the Rus sian society towards an ideological process are conditioned by the beginning of a total intellectual battle of Russian and international billionaires with the peoples of Russia for the possession of the results of Russia’s development, its moderniza tion and the growth of Russian economy. The essence is: non material assets (their share) prevail in the assets and funds of organizations and banks.

The author positively appreciates the prospects and effectiveness of people’s ideology. Its functioning is conditioned by an ideological compromise with the participation of all the spectrum of ideologies of the Russian society (except ide ologies of international terrorism and organized crime, except ideology of corrup tion). And more important is: for a strictly agreed period of time (5—15 years) a new ideological institution as a result of compromise and of humanitarian synthe sis may really function while all other Russian ideologies preserve their activities. A new Russian ideology is really needed. It is necessary since only ideology of consolidation enriches and fills man’s goals, ideals and values with a worthy

meaning. Only ideology connects them with the meaning of life and Russian dream based upon preserving and strengthening of historical memory and culture of patriotism.

Chapter 4

Discussion of Institutions

of the Russian People’s Ideology of Development,

of Its Context and Environment as the Rules

of the Game

The Chapter contains several preliminary judgments of the author which clear up his position for the discussion of reality of the Russian institution of the peo ple’s uniting ideology of Russia’s development that already functions. Swift intel lectual rebirth and breakthrough to worthy, reliable and protected process provid ing for all round development of all life support systems and structures are the essence of strategic manoeuvre 21 meaning. The meaning of a humanitarian component of the strategic manoeuvre is also in the procedure — open and clear, obvious and carefully controlled by the people and by the state — of uncondition al transformation of the results of positive changes for the benefit and security of all Russian citizens. With people’s uniting Russian ideology functioning, the peo ples of Russia’s coming into possession of their labour and creative work results may be optimally realized. Only such statehood ideology can inspire people and fill the meaning of life and Russian dream with attractive content for each person. The process of the formation of the people’s uniting Russian ideology 21 (the au thor calls it Russianism) is carried out objectively. Even the very first sociological researches conducted by Russian scientists in 1999—2010 show that the nucleus of people’s ideology of consolidation has been practically formed. And it is right ful to speak about the first experience of its functioning. Hybrids of different ideo logical constructions, synthetic formations and ideological conglomerates have already become the way of the Russian people’s ideology 21 existence. The peo ples of Russia clearly demand that our science should effectively assist in the for mation of the new Russian ideology of the 21st century. In fact, it is a historical intellectual challenge for actively working sociologists, philosophers, politolo gists, economists, historians and jurists.

The Meaning of the Great Victory:

Local and Regional Wars, a Global War Can Be Prevented —

Here and Now, We Can Do It Only Together

The main feature and cognitive peculiarity of the people’s ideology of Russia’s development and modernization is its headlong transformation into the people’s mobilization ideology. Ideological equipment and providing for Russia’s rebirth for its citizens’ worthy life supposes an obligatory imperative quality — an at

tribute: to foresee and be ready to realize spiritual unity and spiritual strength and reliability for a situation of a possibility of war tomorrow. That is probably why the people of Russia came forward as the subject of the people’s ideology of Russia’s development. Only by self authorizing itself the people possess today a dynamic, clever and all embracing people’s ideology with the ability to assist Russia under the extreme conditions of a modern nuclear war.

Thus a new creative quality of the Global Game expected by the world nations is becoming the main humanitarian meaning for the 2010 Russian Agenda and for the Global Agenda devoted to the Great Victory in the war of 1941—1945 against Fascism. During complicated events of crisis changes of 2008—2010, the peoples of Russia together with the peoples of the world have created and offer now to the whole world the Global Project of preserving and strengthening of honesty and conscientiousness, trust and justice based upon new methodology, concept, tech nology and practice of a global creative model of each person’s development cul ture in the 21st century.

Strategy of Russia’s and all the world’s culture of development in the 21st cen tury is becoming the foundation of new humanism, of a new model of world or der and world structure. In a very few days, months and years we should under stand, shape and provide for an all Russian and global concord on basic aspects of culture of development. Compromise, concord and consensus is becoming the principal and single way of surviving and worthy ecologically safe development in the context of rapid increase of climate changes troublesome changes in the envi ronment. Honesty and consciousness, trust and justice have already become main indicators of movement towards culture of development. We cannot allow either Russian structures of the ruling establishment or international communities of administrators to realize the next stage of the concept of development by way of consumption and overconsumption. Honesty and personal decency is a reliable and short road to a global international compromise and concord of all the na tions for the sake of saving people and environment and culture and the meaning of Great Victory over Fascism.

Chapter 6

The Formation and Functioning of the Subject

and Object of the National (People’s) Ideology

of Russia’s Culture of Development

in the 21st Century

The most important lesson of Russian and world history which clearly demon strated itself while preparing for and celebrating the 65th anniversary of the Great Victory in the Great Patriotic War of 1941—1945, is an increasing role of the peo ple and every man as a Subject of Victory, as a Subject of creative changes, as a Subject of the people’s uniting ideology, as a Subject of culture of development of man, family, people, Russia and all the world. In Russia, as well as in many other countries, a discussion on the content and structure of the Subject of modern his

tory, Subject the world transformation after the global crisis, is developing in a rapid and interesting way.

A special global, Russian and Eurasian scientific discourse on peculiarities of sociological, politological, philosophical, economical and juridical approaches to the theory of a Subject of changes has really started. It discusses the problem of creativity, problem of players, problem of partners, problem of national elites, problem of innovators, problem of modernizers, problem of subjects of terrorism, of crime and of corruption, problem of the indifferent and non participating, problem of establishment. Much more attention is paid to the activities of Sub jects of changes in the 21st century by public figures in Russia and in many coun tries of world.

The author’s position may be defined with the help of some preliminary the ses. The first thesis: a new principal Subject of history, Subject of creative chang es, Subject of the people’s uniting ideology, Subject of innovations, moderniza tion, the country’s development and culture of development of man, family and all the society has begun to shape out in the 21st century Russia. The people of Russia is transforming from the Object of administration into the Subject of ad ministering all the changes. The second thesis: it is possible to state in the autumn of 2010 that Russia’s national elite as a subject of changes and development and as a Subject of people’s (national) uniting ideology, to a deep regret, doesn’t exist. Russia’s national elite formation process has started and has been really carried out just since 2000. In fact Russian power institutions’ weakness and erosion induced the People of Russia to self authorize itself as the Subject of changes, development, culture of development, security, justice and compromise. The people of Russia also became the Subject of people’s uniting ideology of the Russian Federation development.

The results of studying the problem of «People and Power» in the course of ten years (1998—2007) allow to suggest that each Citizen’s equality before the Law is beyond hope. Hopes that the establishment or some “elites” will professionally and honestly serve the people and Motherland were fading during that period. However, there appeared worthy national leaders. The author speaks about Kirill, Patriarch of all Russia, Vladimir Putin, President of Russia before 2008, and President Dmitry Medvedev.

Chapter 7

The People’s Ideology of Russia’s Culture

of Development as a Network Institution,

as a Clever Humanitarian Network

The formation of theoretical and methodological foundations of the people’s uniting ideology of Russia’s development is being carried out along two dominat ing directions. Firstly, it is a great demand of the society for scientific recommen dations on the prevention of a possible nuclear catastrophe. Secondly, it is the ne cessity of summing up the results of sociological researches where the experience

of rapidly widening practices of the ideological in all the spheres of the modern society’s life is becoming more important and urgent.

The formation of a social network organization is connected with the 21st cen tury new challenges as far as the humanity’s organization, practices and meanings of relations between people and their interactions are concerned. Under the con ditions of unstable, rapidly changing environment there is a demand for people and collectives able to make original and innovative decisions. At the same time, the role of concord, trust, tolerance, solidarity and compromise in real life has greatly increased. Honesty and decency, conscience and responsibility, respect of human dignity have become most important and actual values. As a result, net work approach, the development of the Internet, possibilities of cognitive con structs, urgent and deeper studies of the role of people as a subject of history and of the people’s ideology of Russia’s development provided for the formation and functioning of the people’s uniting ideology of the Russian Federation modern ization.

The author underlines that people’s ideology of Russia’s development has been shaped out “spontaneously” and “voluntarily”; functioning of the people’s ideology as a clever humanitarian network is a real common cause for the peoples of Russia and for the whole Russian society; the means of connecting separate el ements and links, specific clusters into a humanitarian network for the sake of the people’s ideology becomes clear: by ways of striking root, coherency and mutuali ty (according to V. Radayev). Then, it is important to understand means, technol ogies and mechanisms of “assembling” the elements of a clever humanitarian network; sources of its energy; peculiarities of its security provision.

Chapter 8

Technologies and Mechanisms

of the Russian People’s National Statehood Patriotic

Uniting Ideology of Development

The most preliminary sociological analysis of the process of the formation of the people’s ideology of the Russian society consolidation in the 21st century al lows outlining at least four stages of technologies, mechanisms and processes in the sphere of the ideological. The first stage is the movement towards a neces sary and sufficient ideological compromise. At this very stage there is a possibility of at least weakly expressed synthesis with the creation of people’s uniting ideolo gy by way of a minimal compromise between different ideological constructions. For the first time in the practice of analyzing ideological processes, an important role of a time factor is cleared up which is topical for the formation and function ing of a compromise. The second stage may be defined as a phase of synthesis: under the conditions of actuality of an ideological compromise with the presence of stimulating factors it is highly possible that an eclectic humanitarian synthesis might be realized.
