Aim of the Course:
The aim of the “Aviation English for Air Traffic Controllers” offered at our Center is twofold:
to produce a course that follows the guidelines of the Manual on the Implementation of ICAO Language Proficiency Requirements (Doc 9835 AN/453).
to prepare Air Traffic Controllers to achieve level which corresponds to 3 according to the ICAO’s descriptors.

International Aviation Organizations (icao, eurocontrol)

To create and modernize Standards and Recommended Practices (SARPs) is the responsibility of the International Civil Aviation Organization (ICAO). It is the specialized agency of the United Nations whose aim is the safe and orderly development of all aspects of international civil aeronautics.
ICAO has its headquarters in Montreal, Canada, with seven regional offices throughout the world. From its beginning in 1944 it has grown to an organization with over 180 Contracting States. According to the Convention, the Organization is made up of an Assembly, a Council and a Secretariat. The chief officers are the President of the Council and the Secretary General.
The Assembly, composed of representatives from all Contracting States, is the sovereign body of ICAO. It meets every three years to review in detail the work of the Organization, to set policy for the coming years and establish a triennial budget. The Assembly elects the Council, the governing body for a three-year term.
The Council is composed of members from 36 States. It is in the Council that Standards and Recommended Practices are adopted and incorporated as Annexes to the Convention on International Civil Aviation.
The Air Navigation Commission is assisted in its work by the technical personnel of the Air Navigation Bureau, which is a part of the Secretariat. The Secretariat, headed by a Secretary General, is divided into five main divisions: the Air Navigation Bureau, the Air Transport Bureau, the Technical Co-operation Bureau, the Legal Bureau, and the Bureau of Administration and Services.
One of ICAO's chief activities is standardization, the establishment of International Standards, Recommended Practices and Procedures covering the technical fields of aviation: licensing of personnel, rules of the air, aeronautical meteorology, aeronautical charts, units of measurement, operation of aircraft, nationality and registration marks, airworthiness, aeronautical telecommunications, air traffic services, search and rescue, aircraft accident investigation, aerodromes, aeronautical information services, security and the safe transport of dangerous goods. After a Standard is adopted it is put into effect by each ICAO Contracting State in its own territories.
Ukraine joined International Civil Aviation Organization in 1991 and ratified all main legislative and regulatory documents of ICAO.
