Status of the personnel department
Personnel managers sometimes complain of a cultural separation between themselves and managers in other departments, and that the importance of HRM is not properly understood. Negative perceptions of the role of a personnel department might arise from the latter's (inevitable) involvement in the implementation of redundancies, dismissal and grievance procedures, rejections of union requests for pay increases, and other disagreeable aspects of life at work. Widespread interest in quality assurance and quality management among business people has led a number of firms to 'market' the personnel function within their organisations. This can be done through:
- conducting surveys to discover the expectations of other departments (i.e., the personnel department's 'customers') vis-a-vis the personnel manager's role;
- educating line managers about what the personnel department can and cannot do;
- involving other departments when formulating personnel policies;
- training personnel staff to understand customer needs;
- communicating with customers on an on-going basis;
- relating the personnel function to the overall corporate strategy of the firm (see 3);
- making the services of the personnel department user friendly.
Practical devices for enhancing the status of a personnel department include the issue of professionally produced leaflets and brochures explaining each of its main activities, briefing sessions conducted by personnel staff in other departments by, for example, the inclusion of a prominent and attractive logo on all literature, memoranda, etc., arising from the personnel function. It is important moreover that the personnel department be seen to be efficient, as the personnel function is sometimes accused of having a vested interest in creating hierarchical and bureaucratic organisation structures and employee grading systems in view of the extensive opportunities for devising job evaluation schemes, staff development programmes, appraisal checklists, etc., that they create. All these duties enhance the role of the personnel department, possibly to the extreme annoyance of managers in other sections.
